Issues of international cooperation in the field offorensic expert activity are always relevant both for judicial power in general and for itself. The importance of such cooperation has increased in connection with the reform of political, economic, social and law enforcement systems in Ukraine. The main reasons for the need of international forensic- expert cooperation are the integration and globalization of international scientific relations and the implementation of its results in its own legislative and other bases. The issues of international forensic-expert cooperation have found their reflection in the international treaties in the field of expert activity with European countries, countries of the near and far east. These agreements define the procedure for calling experts abroad, give guarantees for the protection of experts, provide the right of the expert to reimburse travel and stay costs, as well as the right to payfor the work done. An urgent issue of international cooperation of Ukrainian expert institutions in the field of forensic expert activity is the entrance to the European Network of Forensic Science Institutes (ENFSI). Since 2002, the State Research Expert-criminalistic Center of the Ministry of Internal Affairs of Ukraine is a full member of ENFSI. To date, two expert institutions of the Ministry of Justice of Ukraine are members of the ENFSI - it’s the Hon. Prof. M. S. Bokarius Kharkiv Research Institute of Forensic Examinations and Kiyiv Research Institute of Forensic Examinations. International cooperation in the field of forensic-expert activity in Ukraine is a dynamically developing system that meets the interests of not only forensic experts, but also all the subjects ofpublic and political life. Integration of international standards into the nationalforensic- expert activity is conditioned by the development of innovative expert methods and techniques, which, in their turn, enhance the prestige and professionalism of Ukrainian expert institutions.
The purpose of this article is to study the specifics and characteristics of administrative and legal regulation of the territorial defense system of Ukraine, as well as to find the optimal model of legislative changes in the field. While writing the article the following methods were used: dialectical, logical-semantic, comparative-legal, analysis and synthesis. The issues of administrative and legal regulation of territorial defense of Ukraine, as well as the peculiarities of its legislative support are considered in the article. The author's definition of the concepts "territorial defense of Ukraine" and "administrative and legal regulation" is formed and provided with the help of the analysis of scientific views. In accordance with the subject of the article, the characteristics of the practical implementation of defense policy by special public authorities, as well as the implementation of measures of administrative and legal regulation in relation to the implementation of defense measures are defined. Proposals to improve certain procedures for the introduction and implementation of professional activities of defense policy entities and control over it are provided, as well as the importance of effective administrative and legal support of their daily lives in the course of their duties is stressed. It is proposed to amend the relevant legislation in order to improve the quality of effective activities of domestic defense structures, improve the system of motivational and incentive methods that can be used to defend the Ukrainian border and domestic administrative-territorial units.Key words: administrative and legal regulation, territorial defense, legislative support, state bodies, combat units, norms of law, international cooperation.
The objective of the article is: 1) to study the experience of foreign countries on the organization of insurance activities; 2) to determine the feasibility of introducing international practices into the national insurance system. For this purpose, the authors used the following methods of scientific cognition: dialectical, comparative analysis and bibliographic. The authors of the paper have analyzed the experience of foreign countries on the organization of insurance activities; have determined the feasibility of implementing legal norms and successful international practices and methods into national insurance system. The historical stages of the development of insurance management, as well as the current forms and methods of its implementation have been studied. It has been emphasized that the sphere of insurance activity is quite an important component in the system of public administration and country’s economy in general. That is the reason that we admit it extremely necessary to provide the national insurance area with the necessary conditions for its further development, in particular, it is offered to accomplish this through more flexible and high-quality legal regulation. Besides, the state policy on administration in the field of insurance should be aimed at: the formation of an insurance market with a highly developed infrastructure and a wide range of insurance services; adaptation of the Ukrainian insurance market to the world requirements of financial regulation and supervision; cooperation with European and international organizations; harmonization of national legislation in the field of insurance with international standards, etc.
