He argues that factors conducive to good relations between russia and ukraine are now predominant.Changes in the contemporary world have increased the importance of the "political center" among states' ideological preferences. The global ecological crisis, weariness with the war against international terrorism, and financial and economic difficulties have strengthened centrist tendencies in countries' domestic politics and strengthened the importance of coalitions. Signs of recession in the leading economies compel political elites to focus on resolving pragmatic tasks, relegating political differences and ideological nuances to the background.In the past, Western political technologists found it relatively easy to direct politics in several post-Soviet states into an anti-Russian channel and thereby bring about the victory of the colored revolutions. The failure of the United States in Iraq and America's economic problems, however, have undermined revolutionary scenarios. As President Dmitry Medvedev of Russia noted at the Twelfth St. Petersburg World Economic Forum, the burden of world leadership has proven beyond the strength of the United States.This point of view finds confirmation in the specifics of Russian-Ukrainian academic contacts. The authors analyze various theoretical concepts on which they substantiate the following: the more hegemonic and unilateral the world order became, the more inhibited interstate dialogue on disarmament was, more and more coming into the crisis. Subject. The article analyzes the experience of the preliminary voting of the United Russia party in the context of the problems of strengthening the party-political system of the state. Topic. The search for a new model of political participation in the regions: the primaries of United Russia and political processes in Europe. Purposes. To analyze the experience of the preliminary voting of the United Russia party in the context of the problems of strengthening the party-political system both in the regions of the Russian Federation and in the states of Europe. Methodology. Complex systems approach, classical institutional method, neoinstitutional approach, elements of critical theory and poststructuralism, political and cultural method. Results. The primaries of United Russia are a step towards the consolidation of the party and political system, an important act that allows improving the personnel composition of the current government structures, as well as supporting all healthy political forces in the country. The importance of new media in shaping the party agenda, as well as the significant role of electronic voting in the digital age in the context of the emergence of influential political networks, is emphasized. Russia is moving away from the crisis electoral models that exist in the West in the conditions of stagnation of neoliberal globalization, and is forming its own vector of strengthening the political participation of voters in real political processes. Scope of application. The results of the research can be applied by specialists in the field of regional policy and political management, regional and world economy, teachers and students of higher educational institutions. Conclusions. The testing of the model of political participation of citizens during the preliminary voting in May — June 2021 has shown its effectiveness and can play a constructive role in the political processes in the regions and in Russia as a whole. The article analyzes some problems affecting the prospects of Russian-Belarusian relations in the context of the Ukrainian crisis. The current international situation also affects the range of possibilities of transformation of the political regime in Belarus. The article analyzes some positions of Western scholars, providing differing views on the nature of the conflict between Russia and the West, as well as the proposed approaches to the development of relations between the West and Belarus. The analysis allows to define the Russian interests in the development of relations with Belarus more clearly. Currently, among the factors that negatively affect the prospects of bilateral relations the authors point out the economic downturn in Russia, deep structural crisis of the Belarusian economy, the objective shortcomings of existing integration institutions. A significant negative factor is the fact that the Ukrainian crisis contributes to the politicization of issues of bilateral cooperation, which introduces complexity in the formation of stable partnerships.
