Functioning and development of industrial enterprises operating in the Arctic conditions depends largely on organized and well-coordinated work of all the links in the supply chain. The lack of the year-round transport infrastructure in the regions of the Arctic zone significantly increases the transport costs of the enterprise. When solving these problems, it is necessary to improve the accuracy of planning, analysis and assessment of the logistics processes of supply, storage and transportation of material flows of the enterprise. The application of logistic methods for solving problems allows developing rational schemes for the delivery of goods, which can have a positive impact on the economic results of the company’s transport activities. The authors consider a method for solving the Make-or-Buy problem (MOB - “to make or buy”), when in terms of logistics service purchase other options with intermediary vehicles are considered as alternatives in order to minimize costs.

The research focuses on the theory and practice of assessing the transport accessibility of the territories of the Northern regions, where the absence of year-round ground communications makes it impossible to compare and analyses them. The consideration of seasonal lines of communication is justified by the lack of alternatives in the regions of the North. The conducted analysis of the spatial pattern of the transportation network in the Republic of Sakha (Yakutia) revealed the heterogeneity in the transport accessibility of the municipal districts of the Republic. The results of analysing the level of differentiation of transport accessibility of municipal entities performed by various techniques show a diverse differentiation, which is influenced by the vastness of territories, the small number and very dispersed allocation of inhabited localities in the Arctic regions and a number of other factors. The developed methodological framework has features of a novelty, since it takes into account the presence of seasonal types of transportation lines in the Northern regions of the country and their logistical component that makes it possible to consider the specific features of transportation systems in the regions of the North to the fullest extent.
This article presents analysis of the energy system of the Arctic zone of the NorthEast of Russia-the Republic of Sakha (Yakutia): by heat supply objects and production of electricity. This system in question features autonomy and dependence on provision of resources during short navigation periods of cargo delivery through complex transport schemes. The main problem expressed of transportation of resources, a high transport component in cost of production is designated. This causes energy companies to use mechanisms of cross-subsidies, which fact in general affects the price policy of public utilities in the region. Development of Russian Arctic territories requires reliable sources of electricity, thus in connection with the geographical features the region needs new solutions and technologies. It is necessary to provide measures of state support for the formation of pricing policy aimed at stimulating the use of renewable energy sources.
