The relevance of the topic is determined by the needs of modern Kazakhstani society in an independent judiciary and highly professional judges, capable of being a genuine guarantor of human and citizen rights and freedoms. Based on the study of the OECD countries’ experience, it is argued that it is the judicial education that plays a key role in the formation of an independent, highly professional judiciary. The current state of judicial education in the Republic of Kazakhstan and its development issues are considered. Prospective directions of its development are justified based on the OECD countries’ experience. A number of measures for improving judicial education is argued to be undertaken: the need for compulsory special training of candidates for the position of a judge, the development of teaching staff through the involvement of the best sitting judges in the training process, and the need to remove judicial education from the executive authorities. The role of new technologies in the development of judicial education is particularly mentioned.
In this article, the authors analyze the correspondence of international transport law and national (Kazakhstan) law on issues of ensuring the quality and safety of all types of transport and their transportation services. The article suggests the titles of a number of new international conventions and agreement son the need to implement the principles of quality, reliability, and safety of manufactured vehicles, as well a son the necessity to comply with transport safety rules during its operation, which must be developed and adopted in the future. Kazakhstan scientists, vehicle manufacturers must invent and produce original and at the same time reliable, efficient vehicles. Drivers of Kazakhstan’s vehicles, as well as drivers in all other countries, are required to follow traffic regulations related not to only modern cars, but also be able to drive future digitalized unmanned vehicles, all those types of transport that will run on solar and other energy of the future. In this regard, the authors proposed the titles of a number of domestic laws on the feasibility of creating new vehicles with high-quality, environmentally friendly engines, artificial intelligence-based steering, and a reliable chassis, which will be adopted in the legal field of Kazakhstan and other states. According to the authors of the article, such approaches will allow the quality and safety of transport and transportation in Kazakhstan to comply with international standards.
The research considers the problems of social impact assessment in the informal funds transfer systems based on the principles of the "hawala". The international experience, leads us to express an opinion that the degree of its public danger through the possibility of financing terrorism, extremism, drug trafficking and transnational organized crime is underestimated. The methods of counteracting these processes by the state and society are suggested.
