The paper contains the summarized results of a study of strategic opportunities and risks of digitalization in the Russian agriculture in a context of increasing of productivity, sustainable development of agrifood system and better advancing Russian food and agricultural raw materials in the global food market. It is established that digitalization of the Russian agriculture is at an early stage of development and the digital processes are considerably depending on the firm size (concentrated on large agro-holdings). It is proved that the threats and risks of digitalization in the Russian agriculture are more serious, than in the developed countries, that is caused by an economic situation in the country, rather low competitiveness of the Russian industry (mechanical engineering, electronics), reducing R&D government expenditures and also deficiency of private investments into digitalization.
The paper deals with some theoretical approaches to determining the essence of the export potential, the features of its formation and development in the agri-food complex, the impact on the growth of competitiveness. This made it possible to clarify the definition of the export potential of the agri-food complex as an aggregate of competitive advantages. The specifics of the development of the export potential in the context of globalization and the development of international integration are revealed. The dynamics and structure of exports of food products and agricultural raw materials are analyzed; the physical capacity of the domestic markets of basic food products, the dynamics, and trends of its change are estimated. Excessive growth in the volume of production of agricultural products can lead to oversaturation of the domestic market, a decrease in the profitability of domestic producers, worsening the financial situation in the industry. Russia has a significant potential for integration into the world agri-food system. However, the main share of the export of the agri-food complex is made up of agricultural raw materials, primarily grains and oilseeds, which has an adverse effect on the structure of the complex and the rate of its development. The diversification of exports, the growth of exports of products with high added value will contribute to the sustainable development of agriculture and food industries. The development of the export potential of the Russian agrifood complex should be based not only on the active use of national competitive advantages but also on the formation of competitive advantages based on the international division of labor as well. The export-oriented strategy for the development of Russia's agri-food complex needs to be justified in the context of food security policy, which implies resolving the contradiction between national interests related to the saturation of domestic markets, and attitudes toward growing competitiveness in the world food markets, as well as the development and realization of the export potential.
Рассмотрены вопросы обеспечения продовольственной безопасности как условие сохранения экономического суверенитета страны. Представлены результаты анализа достижения пара-метров продовольственной независимости России, уровня и структуры потребления основных продовольственных товаров. Сделан вывод о многозначности проблемы продовольственной безопасности. По мнению авторов, кроме продовольственной независимости актуальной для России является проблема физической и экономической доступности продовольствия, вырав-нивание региональных различий в уровне и структуре потребления. В результате исследования выявлено несоответствие уровня, принципов, инструментов осуществляемой в настоящее вре-мя агропродовольственной политики стратегическим целям развития АПК. Обосновывается вывод о необходимости дальнейшего совершенствования государственной поддержки, включая экономические меры, а также нормативно-административное регулирование.
Problems of integration of the Russian food system into world system in accordance with its conjuncture are viewed in the article. Indicator analysis of food production systems development of world countries was performed on the basis of multidimentional grouping that allowed one to identify prospects for Russian food producers in the world market. Strategic alternatives of import substituting and export-oriented growth by the example of single product markets are determined. Evaluation of the amount of possible import substitution volume and export in terms of product groups is given in the article. It is concluded that positive effect of food embargo has temporary influence; therefore, top priority should be given to creation of effective economic and financial levers of production development, domestic demand restoring, and stimulating of export activity of Russian enterprises.
