Strengthening the readiness of the medical service system of the Armed Forces of the Russian Federation to fulfill given tasks is possible only with innovative development, which constitutes the scientific and methodological basis for the modernization of military healthcare. In this connection, researchers at the pharmacy department of the Kirov Military medical Academy considered the development of kits and equipment, medical equipment, mobile and special medical equipment, and pharmaceutical technologies as the absolute priority of their scientific development. The requirements for the equipment of different units and military medical organizations both at present conditions and in future wars include high level of mobility, shortened deployment (curtailment) terms, autonomy, increased operational efficiency of units, etc. The realization of these requirements is possible if certain issues are solved, primarily aimed at the digitalization of medical supply system of military forces, improvement of basic equipment, and entering new developments in the field of pharmaceutical technology into the medical service of the Armed Forces of the Russian Federation. The article presents the perspective directions of the innovative development of the medical supply system of the Armed Forces, which is the most important element of military healthcare. Results of the activity such as creation and acceptance for the supply of mobile units for production, accumulation (storage), delivery, distribution of medical gaseous oxygen, registration of medicinal products (medical oxygen, 93%), and acceptance of the corresponding pharmacopoeial article are already represented. Still at the development stage, there are innovative sets of service equipment of airborne troops, sterilization, and distillation unit, allowing the use of water from natural surface sources of domestic and drinking water supply, etc.
The activity of the pharmaceutical school of the Military Medical (Medico-Surgical) Academy in various historical periods is presented to ensure the state interest and national security. Scientists and employees of the Academy have been training highly qualified pharmaceutical personnel for different levels of national health care for more than two centuries, and fundamental and applied research is conducted to create new drugs and medical devices, as well as organizing the provision of medical equipment to troops (forces). The role of the pharmaceutical profile department of the Academy includes textbook and teaching aid development, regulatory legal framework improvement that governs medical equipment provision, military units and military medical organizations in modern socio-economic conditions, and innovative sample creation of complete, medical, mobile, and special medical equipment. A brief description of dissertations in the field of pharmacy by the teaching staff and students of the Academy, which had a significant impact on the development of national health care, is given. The prospects for the introduction of advanced educational technologies for training cadets and students, residents, and masters, as well as researching within the framework of national projects in various scientific pharmaceutical specialties, are shown.
Abstract. The features of the introduction of an information system for monitoring the movement of medicines in civil and military health care are considered. It has been shown that in order to counteract the inflow of substandard, falsified and counterfeit medicines to medical and pharmacy organizations, from July 1, 2020, all subjects of their circulation in the Russian Federation are required to enter the necessary information into the automated information system for monitoring the movement of medicines. The preliminary results of the experiment on labeling with control (identification) marks of medicines and monitoring of their circulation are evaluated. It is noted that the introduction of an automated information monitoring system in practice is associated with a number of problems that contribute, in particular, to an increase in the cost of medicines. It was established that in the formation of regulatory mechanisms for monitoring the movement of medicines,the specifics of drug provision in military health care were practically not taken into account, which in turn led to the emergence of a number of legal conflicts. It was revealed that, on the one hand, the obligations to participate in the medicine movement monitoring system have been lifted for the Ministry of Defense, the Federal Security Service, the Foreign Intelligence Service, and, on the other hand, other power ministries and departments must provide the required information to the system. It was emphasized that, given all the problematic issues, the introduction of an information monitoring system has a positive effect on the activities of drug circulation entities, as well as enhancing the effectiveness of drug provision for citizens. It is advisable to provide for separate participation in the information system for monitoring the movement of medicines of the Ministry of Defense and some other power ministries and departments, providing the opportunity, on equal terms with other participants, to confirm the quality of the medicines in circulation.
Цель: обосновать современную систему нормирования лекарственных средств (ЛС) для кораблей и судов Военно-Морского Флота (ВМФ), соответ-ствующую организационным принципам медицинского обеспечения сил флота в современных социально-экономических условиях.Методы: выкопировки, типологизации, синтеза, абстрагирования, систематизации, структурно-функционального моделирования, а также методы клинико-экономического анализа.Результаты. Изучение норм снабжения кораблей и судов ВМФ (1997 г.) показало, что из 211 наименований ЛС, 14 не производятся фармацевтиче-ской промышленностью, устарели или запрещены для использования в медицинских целях в России, а 56 не применяются при оказании медицин-ской помощи экипажам кораблей и судов ВМФ. Это негативно влияло на медицинское обеспечение корабельных сил флота.Анализ первичной заболеваемости военнослужащих, проходящих военную службу по призыву и по контракту на кораблях и судах ВМФ, выявил существенные изменения в ее структуре, происшедшие в течение последних лет. Наиболее значимыми заболеваниями военных моряков являются: болезни органов дыхания (класс X), костно-мышечной системы и соединительной ткани (класс XIII), органов пищеварения (класс XI), кожи и подкож-ной клетчатки (класс XII), травмы, отравления и некоторые другие последствия воздействия внешних причин (класс XIX), нервной системы (класс VI), уха и сосцевидного отростка (класс VIII), глаза и его придаточного аппарата (класс VII), психические расстройства и расстройства поведения (класс V). Исходя из соответствующих стандартов медицинской помощи формировалась номенклатура необходимых ЛС и МИ. В результате был разработан перечень ЛС для использования на кораблях и судах ВМФ и включающий 130 наименований ЛС из 13 групп 1-го уровня АТХ-классификации (в 1,5 раза меньше количества наименований ЛС, входивших в предыдущие нормы снабжения).В новой системе нормирования ЛС для кораблей и судов ВМФ имеются и существенные структурные отличия -нормы снабжения разделены на две группы. Первая предназначена для оказания медицинской помощи личному составу кораблей и судов в условиях повседневной деятельности (обеспечение по этим нормам осуществляется один раз в год в плановом порядке). Во вторую группу включены ЛС преимущественно военного и специального назначения, предназначенные для оказания медицинской помощи при выполнении боевых (учебно-боевых) задач (обеспечение по этим нормам осуществляется при их подготовке к выходу в море для выполнения соответствующих задач).Сравнительная характеристика номенклатуры ЛС, включенных в нормы снабжения для обеспечения мероприятий повседневной и боевой дея-тельности свидетельствует, с одной стороны, о количественном превалировании номенклатурных позиций ЛС в группе норм снабжения для обеспе-чения деятельности медицинской службы кораблей и судов в повседневных условиях, а с другой -о включении в нормы снабжения для оказания медицинской помощи раненым и пораженным ходе боевых действий жизненно необходимых и важнейших ЛС, используемых при угрожающих жизни состояниях Заключение.
