The objectives of this research are to find out the service quality and to investigate the supporting and the inhibiting factors of passport handling at the first class Immigration Office of Makassar. There are 13 informants involved in this research. The type of this research is qualitative research with phenomenological type which is emphasized to the subjectivity of human life experiences. The data were collected by using observation and interview. The results of this research reveal that the service is still less qualified. It can be identified from some aspects such as Empathy in which some officers still act unfairly in the service process. Other aspects such as Tangible, Reliability, Responsiveness, and Assurance have been conducted optimally. The supporting factors are the adequate facilities and infrastructures while the lack of public awareness becomes the inhibiting factor of the service.Key word: Service quality, passport handling.ABSTRAKTujuan penelitian adalah untuk mengetahui kualitas pelayanan dan mengetahui faktor pendukung dan penghambat dalam pengurusan paspor di Kantor Imigrasi Kelas I Makassar. Jumlah informan dalam penelitian ini adalah 13 orang. Jenis penelitian ini menggunakan kualitatif dengan tipe penelitian menggunakan tipe fenomenologi yaitu menekankan pada subyektivitas pengalaman hidup manusia. Teknik pengumpulan data menggunakan metode observasi dan wawancara. Hasil penelitian menunjukkan bahwa belum tercapai secara maksimal hal ini dilihat dari aspek Empathy (perhatian) dimana masih ada oknum petugas yang bertindak secara tidak adil dalam proses pelayanan, dilihat dari aspek lain seperti Tangible (bukti langsung), Reliability (kehandalan), Responsiveness (daya tanggap) dan Assurance (jaminan) sudah tercapai secara maksimal. Faktor pendukung adalah fasilitas sarana prasarana dan faktor penghambat adalah kurangnya kesadaran masyarakat. Kata Kunci : Kualitas Pelayanan, Pengurusan Paspor
The main purpose in this research is implementation understanding of E procurement also understand of supporting and E procurement obstacle factor in the pangkep district. E-procurement is an innovation in the use of Information Technology for the benefit of public services. Based on this, researchers are encouraged to try to explain the implementation of E-procurement in the Pangkep district. Amount of informan in this research are five people. type of research is qualitative with kind of fenomenology research which is focused on human living experiences. Collecting data technique are using observation method, interview and documentation. Data analysis using interactive analysis models. Research result refers to unoptimalitation of E procurement implementation in the Pangkep district. This implementation seen by the stage of the E procurement aspect altough appropriated absolutely unaccomplished. In accordance with the implementation exist in president regulation in article 107 year 2010 number 54. This can be seen indicator (1) E-tendering (2) E-bidding (3) E-catalogue and(4) E-purchasing. Supporting factor in this implementation is strategy of loyalty provider whereas obstacles are divergents and postponement. E-procurement merupakan suatu inovasi dalam pemanfaatan Teknologi Informasi untuk kepentingan pelayanan publik. Berdasarkan hal tersebut peneliti terdorong untuk mencoba menjelaskan Pelaksanaan E-procurement di Kabupaten Pangkajene dan Kepulauan. Jumlah informan dalam penelitian ini adalah 05 orang. Jenis penelitian yang digunakan adalah kualitatif dengan tipe penelitian fenomenologi yaitu menekankan pada subyektivitas pengalaman hidup manusia. Teknik pengumpulan data menggunakan metode observasi, wawancara dan dokumentasi. Analisis data dengan menggunakan model analisa interaktif. Hasil penelitian menunjukkan bahwa Pelaksanaan E-procurement di Kabupaten Pangkajene dan Kepulauan belum sepenuhnya terlaksana dengan optimal hal ini dilihat dari aspek tahapan E-procurement dimana penyedia yang meskipun telah sesuai dengan prosedur namun belum sepenuhnya berhasil dalam melaksanakan tahapan E-procurement sesuai dengan tujuan yang terdapat dalam Peraturan Presiden No. 54 tahun 2010 pasal 107. hal ini dilihat dari indikator (1) E-tendering (2) E-bidding (3) E-catalogue dan (4) E-purchasing. Faktor Pendukung dalam pelaksanaan ini adalah Strategi dan Loyalitas penyedia sedangkan faktor yang menjadi penghambat adalah penyimpangan dan penundaan.Kata Kunci: Tata Laksana, E-Procurement, Kabupaten Pangkep.
The research aims to describe the highlight of civil servants dicipline of district religious affairs subdistrict Moncongloe of Maros regency . This research using desciptive qualitative approach. The sample consists of five people are selected by purposively. The data is resulted by doing the observation and interview. The results showed that (1) the highlight of civil servants discipline at the office of religious affairs subdistrict Moncongloe of Maros is running well due to the head conducted self imposed discipline approach. (2) the application punishment at district affairs at Moncongloe Subdistrict at Maros Regency based on the procedure that have been stated. The discipline punishment given is light punisment. Tujuan penelitian ini adalah untuk menggambarkan penegakan disiplin pegawai negeri sipil di kantor urusan agama kecamatan Moncongloe kabupaten Maros. Penelitian ini menggunakan pendekatan deskriptif kualitatif. Informan dalam penelitian ini terdiri atas lima orang, dimana dipilih secara purposive. Data-data dalam penelitian ini diperoleh dengan cara penyebaran observasi dan wawancara. Hasil penelitian menunjukkan bahwa: (1) penegakan disiplin pegawai negeri sipil di kantor urusan agama kecamatan Moncongloe kabupaten Maros berjalan dengan baik karena kepala kantor urusan agama melakukan pendekatan self imposed dicipline, dan (2) penerapan hukuman disiplin pegawai negeri sipil di kantor urusan agama kecamatan Moncongloe kabupaten Maros berdasarkan prosedur-prosedur yang telah ditetapkan. This study purposed to find out how the management of village funds at the Abbumpungeng Village, Cina District, Bone Regency. The number of informants in this study were 8 people. This study used qualitative research with descriptive type. Data collection techniques were observatuon, interviews and documentation. The results of the study showed that the management of village funds in Abbumpungeng village, Cina District, Bone Regency had been quite good but not yet effective and efficient. This could be seen from the aspects of planning, implementation and supervision that had not been carried out optimally because from the planning stage there had not yet been a musdus, then from its implementation it was still often constrained by the slow disbursement of village funds resulting in delayed development and in terms of supervision because it was not transparent information board in the village office. But only on the organizing aspect that had beeb implemented quite well because it invilved the community in the village development process. Hasil penelitian menunjukkan bahwa pengelolaan dana desa di desa Abbumpungeng, kecamatan Cina, kabupaten Bone sudah cukup baik namun belum cukup efektif dan efisien. Hal ini terlihat dari aspek perencanaan, pelaksanaan dan pengawasan yang belum cukup dilaksanakan dengan optimal, karena dari tahap perencanaan belum mengadakan musdus, kemudian dari pelaksanaannya masih sering terkendala oleh lambatnya pencairan dana desa yang mengakibatkan tertundanya pembangunan serta dari segi pengawasan karena belum transparan, terlihat dari tidak adanya papan informasi di kantor desa tersebut. Hanya pada aspek pengorganisasian yang sudah terlaksana dengan cukup baik karena melibatkan masyarakat dalam proses pembangunan desa. Kata Kunci : Pengelolaan, Dana Desa
