The paper suggests that the media has some effect on the mental frames of reference of people; their motivations and their general dispositions towards inter alia organised political violence. The effect of the publication of subversive matter demands attention and constant reappraisal of the right balance between the freedom of the Press on the one hand and public safety and order {ordre public) on the other. When a section of the media publishes matter which tend to motivate or instigate aggression towards a point of readiness to destroy the prevalent system, the larger freedom and Press freedom with it, some sort of government intervention becomes imperative. The dynamics of revolution and unrest which are outlined in the paper, suggests the vital role of communication, especially manipulative communication or subversive propaganda and disinformation, in virtually all facets of the modern power struggle. The present Media Regulations are discussed and some concluding remarks on responsible journalism are offered.
