Among the Sustainable Development Goals (SDGs), there is a goal to create cities and settlements that are safe, resilient, inclusive, and sustainable. In the context of inclusive and sustainable development, all citizens have rights on the city, especially in the context of housing as one of the primary needs that have to be addressed and prioritized by government. All of urban residents, including low-income and urban dwellers, have equal rights to live a decent life, for affordable housing, for healthy residential environment and for equal distribution of public services and basic infrastructure. In this context, the existence of urban kampongs, which dominate urban-housing areas and provide residential area for many low-income communities, needs attention in urban development. The purpose of this study is to formulate generic strategies towards urban kampong quality improvement, both socially and environmentally. Using mix-method (spatial analysis, content analysis, dan SWOT analysis) this paper explains the distribution and characteristics of urban kampongs in Bandung city and formulate strategies to improve the quality of urban kampong environments towards inclusive and sustainable development. This study shows that more than 55% of urban kampong in Bandung belong to the category of slums area. The results of this study concluded that the sustainability status on the socio-economic dimension is still relatively higher compared to physical dimension. This study also formulated strategies both from physical and socio-economic aspects based on case studies in three urban kampong areas in the city of Bandung.

This paper discusses how important to describe cities and regencies (kota dan kabupaten) by using official statistical data in such a way to understand their position in the context of regional rating system within regional autonomy policy in Indonesia. Regional rating system can be seen as a creative method towards sustainable growth by accelerating or decelerating down the growth in the regional context. The global competitiveness index is adapted as a method to formulate regional rating system. Furthermore, the simplification is made to facilitate probable planning prescription with the category to accelerate, continue, or decelerate by modifying particular variables which are presented by related statistical data. In terms of performing planning prescription, it is important to understand the existing and future role of cities and regencies especially in performing development equity, reducing the dominant role of large size cities, facilitating medium sized cities, and envisioning small sized cities. Note that rating system method in terms of planning prescriptions formulation can be seen as a progress of communicative city concept, by sharing information, promoting communication, providing option, and promotingparticipation.
Thematic emphasize developing the identity of a city. It is inseparable from the city’s resources, including the historical and cultural side, and the development of science describes civilization in a city. Based on the perspective of planners, consideration of sustainable development should be an essential part of the development of a thematic city, as well as the transformation of the community by solving various urban problems with innovative approaches. The intended changes are not to encourage people to have an urban style, rather than a sustainable development style with a variety of innovations in collaboration with the development of science, technological advancements, and stakeholders in the city. A city branding developed to increase the attractiveness of a city, then. Then the considerations of thematic city development basic that lead to the sustainability of a regional development theme and anticipate negative impacts should be an integral part of developing a network of cities and the discussion of city-level branding. These works discuss a more extensive literature review using the term place branding through which this term can be used in the context of island towns or coastal cities or small islands.
The ‘communicative city’ and ‘technopole’ concepts are important in current urban development strategies since they deal with optimizing information as well as improving knowledge to support the planning process. This study aimed to identify the extent to which the features of a communicative city are present in the initial development of the Gedebage Technopole area in Bandung, Indonesia. Using a qualitative research approach, we found that some communicative city characteristics, namely, community attachment, potential to create economic activities, considering culture and history, and communication patterns, are present in the development. Interactions among the development actors display a simple triple helix model, where the government, academia, and the business sector perform their respective roles. However, communication patterns and active synergies among the actors have not been created optimally to support the initial development of the Gedebage Technopole area. Recognizing the development actors are vital because the key to the success of a technopole lies in the contribution of all actors involved and the synergy between them. This will affect the existence of a multiple helix ecosystem as a sustainable regional competitiveness engine.
