Water management in southern Africa is implemented at different scales, and therefore involves managing systems with various stakes. In this region, water resources are almost always shared between several countries, so that none of them can use water without dealing with its neighbors. Tensions between countries, and also within, are frequent. Studies of the Molopo River, in South Africa and Botswana, and of the Epupa Dam project in Namibia allow us to evaluate this tensions between water users, and to determine whether the contemporary modalities of water use are adapted to current and future situations.
