Over the last decade, Indonesia has achieved remarkable progress in promoting transparent andinclusive development through implementing open government principles. This research investigatesone of the open government projects in Indonesia- One Data Indonesia (ODI), a one-stop opengovernment data portal that provides accurate, reliable, and interoperable single-reference datafor the public to use and redistribute without any limitation. The study aims to highlight thecurrent updates on open data implementation in Indonesia and the challenges that may hinder itsapplication in future. The study is an action research, conducted through the participation of theauthor in a three-month internship programme at the Executive Office of the President Republic ofIndonesia. Data on the portal’s engagement was based on Google Analytics. This study finds thatthere is disengagement in open data implementation, which is reflected by a small percentage ofavailable datasets and an imbalance in user access across Indonesia. This study argues that thedisengagement is due to several factors, including irrelevant and uncertain regulatory frameworks,confusion over setting priority goals, inadequate data infrastructure, and limited digital-literatehuman resource. Despite high investment and expectations from the portal, the benefits and civicengagement it has generated so far remain questionable.
Esai ini mendiskusikan partisipasi masyarakat ataupun pemangku kepentingan nonpemerintah dalam upaya pemberantasan dan pencegahan korupsi di Indonesia. Mendeklarasikandiri sebagai salah satu pemerintah terbuka (Open Government) di dunia, Pemerintah Indonesia dalam beberapa tahun terakhir telah melakukan berbagai macam inisiatif keterbukaan guna merealisasikan peran riil masyarakat dalam mengawal pemerintahan yang transparan, akuntabel, responsif, dan bersih. Esai ini secara khusus mendiskusikan implementasi data terbuka (Open Data), salah satu inisiatif pemerintah untuk membuka informasi ataupun data pemerintah kepada publik sebagai kunci penting pencegahan dan pemberantasan korupsi. Selanjutnya, dalam esai ini dibahas dataset apa saja yang sekiranya harus dirilis oleh pemerintah, yang berpotensi untuk memaksimalkan penyelidikan kasus korupsi. Terakhir, esai ini memberikan empat rekomendasi yang ditujukan untuk perbaikan tata kelola penyelenggaraan open data di Indonesia sebagai langkah nyata dalam memberantas korupsi.
Motivation in learning is somehow very important in most subjects that involve a high degree of interaction. These are relevant to subjects such as Social Marketing that rely on group projects and involvement between learners and people, especially in communicating their messages on campaigns on social issues. Compared to the scenario before the pandemic which the learning process was conducted through a formal one-to-one classroom, however, the pandemic has given both teachers and students teaching/learning to accept online learning as the new norm. Though this new environment somehow affects their motivation to learn. Understanding the both contexts of teachers and learners is crucial in making sure they are able to play their different roles to make the lessons successful and meaningful. This quantitative study is done to investigate how is learner's motivation online learning presence is influenced by learners' motives to study a Social Marketing subject. 89 respondents were purposely chosen from learners who took the course. The survey used has 24 items using 5-Likert scales. Findings revealed that the most satisfying thing among students in this program is trying to understand the content of the courses. Learners aim to get a good grade in the classes and that is among the most satisfying things for them. Expectancy components revealed students' perception of self-efficacy in which they believe they will receive excellent results and the belief they had control beliefs for learning. As for affective components, the study revealed that students feel their heart beating fast when they take an exam.
This essay discusses deschooling concept as an alternative learning delivery method to achieve education for all. We argue that the deschooling idea, first introduced by Illich before the era of the Internet, has become relevant in relation to today's education challenges. What we mean by deschooling in this paper is not the abolishment of the schooling system. Instead, the recall of deschooling discourse aims to provide more recognition of learning activities outside of the school setting. The learning webs, a key enabler in deschooling discourse, are realistic when implemented with the help of 21 st century's technology. The argument in this paper utilised an in-depth literature review and discourse analysis in the deschooling debate. To strengthen our argument, we have provided three case studies in the form of informal learning, non-formal learning and e-learning related to deschooling initiatives. Based on our findings, we can conclude that deschooling society is certainly viable. The principles used in deschooling, such as flexibility, inclusiveness, adaptability and personalisation, are alternatives for everyone to have freedom of access, use, copy, and modify learning resources. We also found that there may be possible challenges, including the limitation of self-directed learning, the pitfall of institutionalised capital and a lack of social interaction. AbstrakEsai ini mendiskusikan konsep deschooling sebagai alternatif dalam upaya mencapai pendidikan untuk semua. Kami menilai konsep deschooling yang digagas oleh Illich di era sebelum internet layak kembali untuk didiskusikan. Perlu dicatat bahwa deschooling yang kami gunakan sebagai landasan teori bukanlah untuk meniadakan sistem sekolah, namun sebagai gagasan untuk memberikan rekognisi kepada lingkungan pembelajaran di luar sekolah formal. Salah satu aspek dalam gagasan deschooling adalah learning webs yang sangat realistik untuk diimplementasikan dengan bantuan teknologi abad 21. Penjabaran argumen pada studi ini diolah melalui serangkaian studi literatur dan analisis diskursus mendalam pada pembahasan deschooling. Untuk memperkuat argumen, kami menyediakan tiga studi kasus terkait inisiatif deschooling di Indonesia dalam bentuk pembelajaran informal, pembelajaran non-formal dan pembelajaran elektronik. Kami menyimpulkan bahwa konsep deschooling sangat mungkin untuk dilaksanakan. Prinsip-prinsip yang digunakan dalam deschooling seperti fleksibilitas, inklusivitas, kemampuan adaptasi dan personalisasi adalah hal-hal yang dapat memberikan setiap orang kebebasan untuk dapat mengakses, menggunakan, memperbanyak, dan memodifikasi sumber pembelajaran. Kami juga menemukan adanya tantangan yang mungkin muncul dalam realisasi deschooling, yaitu limitasi dari pembelajaran mandiri, kelemahan dari kapital yang dilembagakan dan kurangnya interaksi sosial. The city of Surabaya is an area that has a high risk index for natural and non-natural disasters due to geographic and demographic conditions. The Covid-19 pandemic is a non-natural disaster that has the potential to spread massively in areas with densely populated demographic conditions such as Surabaya. Disaster education needs to be carried out to the community so that it can reduce the spread of Covid-19. This community service activity aims to provide practical knowledge to the community regarding the response to non-natural disasters of the Covid-19 pandemic. This community service activity is carried out by means of socialization and training to the community in Pacarkeling Village, Surabaya City. The results of the pre-test and post-test on people's practical knowledge showed an average increase of 70 percent. With this result, it can increase public awareness, vigilance and preparedness regarding the non-natural disasters of the Covid-19 pandemic.abstrakKota Surabaya menjadi daerah yang memiliki indeks risiko bencana alam dan non alam yang tinggi karena kondisi geografis dan demografis. Pandemi Covid-19 merupakan bencana non alam yang sangat berpotensi menyebar secara masif pada wilayah yang memiliki kondisi demografis padat penduduk seperti Kota Surabaya. Pendidikan kebencanaan perlu untuk dilakukan kepada masyarakat sehingga dapat mengurangi penyebaran Covid-19. Kegiatan pengabdian masyarakat ini bertujuan untuk memberikan pengetahuan praktis kepada masyarakat mengenai tanggap bencana non alam pandemi Covid-19. Kegiatan pengabdian masyarakat ini dilakukan dengan cara sosialisasi dan pelatihan kepada masyarakat di Kelurahan Pacarkeling Kota Surabaya. Kegiatan dilaksanakan dalam beberapa tahap yaitu persiapan, pelaksanaan, dan evalusasi. Hasil pre-test dan post-test terhadap pengetahuan praktis masayarakat menunjukkan peningkatan rata-rata sebesar 70 persen. Dengan hasil ini dapat meningkatkan kesadaran, kewaspadaan, dan kesiapsiagaan masyarakat mengenai bencana non alam pandemi Covid-19.
