This article presents methodology of land use change assessment in the context of sustainable development and the results of its application based on the transformations that occurred in individual areas of Europe in the years 2012–2018. This method is based on data from the CORINE (CO-oRdination of INformation on Environment) Land Cover program) and local government units presenting the degree of urbanization (DEGURBA). The transformations taking place in space were evaluated and reduced to economic, social, and environmental dimensions. We then analyzed the results in terms of space (covering almost all of Europe) and in terms of division (large cities, small towns, suburbs, and rural areas). Results indicate that development of the economic dimension most often takes place at the expense of natural resources. It was also determined that the higher the population density, the greater the sustainable development differentiation level in the analyzed dimensions, of which the social dimension was characterized by the lowest differentiation and the economic dimension was highest. The development of rural areas was found to be less sustainable than large urban centers. Interpretation of the results also leads to the conclusion that areas of Europe are very diverse in terms of sustainable development. However, the method itself, despite the imperfections observed by the authors, may be used in further or similar studies.
Kształtowanie ładu przestrzennego stanowi jeden z głównych celów planowania przestrzennego na wszystkich jego poziomach. Właściwe organizowanie przestrzeni pozwala na jej uporządkowanie oraz zachowanie walorów kompozycyjno-estetycznych. Zakres pojęcia ładu przestrzennego jest bardzo szeroki, dlatego jego ocena może być rozpatrywana w różnych odniesieniach. Celem artykułu jest zbadanie ładu przestrzennego wsi Józefosław na podstawie ustalenia charakterystyki jej zagospodarowania przestrzennego i zapisów miejscowych planów zagospodarowania przestrzennego oraz przeanalizowanie ich wpływu na poziom życia mieszkańców. W warstwie metodycznej artykuł bazuje na przeglądzie metod oceny ładu przestrzennego i w szczególności dotyczy charakterystyki rodzajów zabudowy mieszkaniowej występującej w badanej miejscowości, przestudiowania zapisów miejscowego planu zagospodarowania przestrzennego oraz analizy układów komunikacyjnych. Autorka stara się zbadać, w jakim stopniu ład przestrzenny może wpłynąć na jakość życia mieszkańców Józefosławia.
In recent years there has been a growing interest in tools that enable a dialogue between local authorities and members of local community, hence participatory budgeting has been gaining in popularity. The aim of the article is to examine conceptual and methodological changes in participatory budgeting in Dąbrowa Górnicza and the methods of completion of particular stages of the process. The article focuses on the diversity of methodologies of selecting projects and the process of projecting tasks. It contains an analysis of the transformation of participatory budgeting of Dąbrowa Górnicza and its impact on the quality of eventually selected projects, and the local development of specific districts. The introduction of new mechanisms in participatory budgeting is crucial to ensure that a participatory budget reflects real urban co-governance.
The article presents different approaches to identifying the concept of empty spaces. The difficulty in defining them lies in the fact that one should look for “nothingness”. But what does it mean that a space is empty? Are there such spaces in cities? If so, what role do they play? The aim of the article is to define and indicate the characteristics of a special type of space, the so-called empty space. The results of the research concerning determination of the empty spaces in the City of Świętochłowice were presented, during which observations and unstructured interviews were used. In addition, the city spatial planning documents and its investments plans were analysed in order to define the functions that these spaces perform in the city.
