Cinematography is one of the least studied and emerging areas of research in public administration. The main principles of state policy in the field of cinema are support for domestic cinema and providing access to Kazakhstani film products. The purpose of the article is to analyze the topical problems of domestic cinematography, taking into account the principles of state policy in the field of cinematography. The methodological basis of the research is based on scientific works on the issues under consideration, regulatory legal acts. The work used the official statistics of services in the field of cinema. A factorial analysis of the current state of the film industry was carried out using the analytical tool PEST-analysis. In addition, a discursive analysis of the representation of ideas of state policy in modern Kazakhstani cinema was carried out. Modern Kazakhstani films of the last 10 years were considered as additional materials. The study showed that the support of national films is an important direction in the public administration in the field of cinematography. Socially significant films have non-commercial, spiritual and artistic value. Financial profit belongs to commercial films of private companies. The sharp decline in industry statistics confirms that the global pandemic in 2020 was a tough time for the film industry. Further development of the industry should be a common task not only of the state, but also of all interested parties.
The article examines the features of the Kazakhstani film industry in terms of broadcasted ideological messages. The article analyzes the representation of social problems, state messages, and social values in cinema. On the example of films that have become widely known among the Kazakhstani audience, this article examines the main directions of public policy, directly or indirectly reflected in the production of Kazakhstani cinema. The study analyzed the content of key state policy documents and development concepts in comparison with the ideological messages of domestic films released for mass distribution. The timing of the analysis begins in 1992 and ends in the second half of 2020. This period can be divided into several stages of social development, each of which is characterized by modernization processes in particular areas: 1) from 1992 to the end of the 90s: institutional modernization; 2) from the late 90s to 2012: economic modernization; 3) from 2012 to 2016: social modernization; 4) from 2017 to the present: modernization of public consciousness. It should be noted that this division is arbitrary and belonging to the category of the "ideal type". To put it in other words, each stage is featured by complex modernization processes, affecting all aspects of social life. The selection of certain stages is due to the predominance of any component, which, however, does not mean the absence of the influence of other factors. Changes in the social sphere and political transformations were reflected in art in general and in cinema in particular.
Nowadays, the film industry is an important sector of the economy of many countries. Scientific interest in the research of cinema will grow with each passing day. This is because the film industry, consisting of producers and commercial organizations, is an object of investment and a successful asset. The article focuses on defining the role of the film industry in Kazakhstan’s economic and social development. The article’s primary goal is to identify and discuss current problems and trends in the development of the domestic film industry by analyzing its current state. The paper reveals the essence of the three main functions of the film industry - economic, social and ideological. The current state of the domestic film industry is analyzed by the use of statistical and sociological data. Relevant issues, socio-economic peculiarities, critical participants in the film market of Kazakhstan were considered. The research results established that private film companies dominate the domestic film business. The market is dominated byproducts of the foreign film industry, evidenced by their financial receipts. The task of increasing the share of domestic films, including national cinema in the film market, becomes more relevant. In addition, the article presents the problems that prevent the development of the domestic film industry and the factors that contribute to its further development. These factors include improving public administration in the field of cinematography, the establishment of clear parameters for the quality of domestic films, ensuring the principles of accessibility of Kazakhstani films.
