During the covid-19 pandemic, in the activities of Physical Education (PE) teachers at SMPN 21 Malang doing online learning there were obstacles experienced by teachers, namely giving assignments in the form of making motion skills videos so that students only did video assignments without understanding the concept of movement and assessment. student learning outcomes will take a lot of time because the teacher assesses manually one by one. This study aims to develop self- and peer-assessment instruments in the aspect of movement skills of the badminton bounce material. This research is a development by adopting the model from Borg and Gall with the steps of needs analysis, planning, initial product development, expert validation test phase and product refinement. Collecting data in the form of interviews with 2 PJOK teachers for needs analysis and questionnaires on 2 validators for expert validation. By using qualitative analysis techniques through reduction, presentation, and conclusion. The results of the study prove that the product of the assessment instrument can show that it is feasible to use with a little revision. Abstrak: Pada saat pandemi covid-19 dalam aktivitas guru Pendidikan Jasmani Olahraga Kesehatan (PJOK) di SMPN 21 Malang melakukan pembelajaran secara daring ada kendala yang dialami oleh guru yaitu memberikan penugasan berupa pembuatan video keterampilan gerak sehingga siswa hanya mengerjakan tugas video tanpa memahami konsep gerakan dan penilaian hasil belajar siswa akan memakan banyak waktu karena guru menilai secara manual dengan satu - persatu. Penelitian ini bertujuan untuk mengembangkan instrumen penilaian diri dan sejawat dalam aspek keterampilan gerak materi pukulan melambung bulutangkis. Penelitian ini merupakan pengembangan dengan mengadopsi model dari Borg dan Gall dengan langkah analisis kebutuhan, perencanaan, pengembangan produk awal, tahap uji validasi ahli dan penyempurnaan produk. Pengumpulan data berupa wawancara pada 2 orang guru PJOK untuk analisis kebutuhan dan kuesioner pada 2 orang validator untuk validasi ahli. Dengan menggunakan teknik analisis kualitatif melalui reduksi, penyajian, dan kesimpulan. Hasil penelitian membuktikan produk instrumen penilaian dapat menunjukkan layak digunakan dengan sedikit revisi.
