The article considers the methodological aspects of application of statistical and information modeling to assess the performance of the institutional crisis management systems; proposes institutional attributes necessary to evaluate the performance; contains a conceptual model for evaluating the quality of the institutional crisis management system; suggests methods of estimation of the performance, efficiency and sustainability indicators, and discusses the possible directions of its further application to explore the issues of institutionalization of crisis management systems. The anti-crisis management of rural municipalities is an organized special management, based on a set of specific management decisions taken by the governing bodies of institutions and organizations, state and local authorities in the context of resource constraints and increased risk. Monitoring the results of the crisis management of rural municipalities is aimed at tracking its condition and financial performance. The purpose of the crisis management of rural municipalities is to restore their livelihoods and the withdrawal from the crisis of enterprises, institutions, organizations that provide services to the rural population. The nature of changes in the crisis management process was assessed taking into account: the full coverage of the areas of project and event management, the pace of change, the degree of achievement of goals, and the growth of economic indicators. The study developed the basic provisions for improving the information system of crisis management of rural municipalities. The information support system includes: a list of indicators for assessing the course of crisis management, requirements for a data bank. The structure of the information system and the network model of the possibility of creating an agricultural cluster based on rural municipalities are proposed. The proposed information system serves and interconnects, in the mode of interaction, local authorities, scientific and educational unit, functional departmental systems: tax, statistical, environmental protection, rural infrastructure and others. It makes it possible to create a cluster of rural municipalities in a less costly and more coordinated way. The main idea of evaluating and adjusting crisis management is to comprehensively examine the interrelationships of the parameters of the tariff, tax, investment and subsidy policies, taking into account the transformations in the management system of rural municipalities.
The studies were carried out with the aim of developing a model for optimizing anti-crisis management of business entities in the poultry industry using marketing technologies. The article discusses current issues related to the development of a model for optimizing crisis management in the poultry industry using marketing technologies. The key problems requiring improvement of anti-crisis management of enterprises in the poultry industry are recognition of pre-crisis situations, ensuring the company’s activity in a crisis, motivating the workforce and stimulating the poultry products market, highlighting the constituent elements of the marketing model. From an organizational point of view, the components of the model for optimizing the crisis management of poultry enterprises in a crisis using marketing technologies were clarified, including: developing a plan to minimize enterprise costs, forming an anti-crisis team, ensuring the effective functioning of the strategic planning system, establishing cooperation with a consulting company, which will take over the functions of the crisis center. Using the formalized algorithm for compiling an anti-crisis marketing strategy for poultry enterprises developed in the course of research in practice will allow us to measure and improve the results of Internet marketing campaigns; personalize them to optimize crisis management; develop communication in social networks; develop marketing messages whose content is relevant to users; improve customer service; increase customer satisfaction and loyalty; provide for certain events (intellectual analytics) that will help to make more accurate and timely decisions.
