You11g people's citizenship and the relationship between rights nnd responsibilities are studied. Previous discussions of yormg people's citizenship /rave concentrated on met/rods of encouraging young people to be 'respo11sible citize11s'. Little attention has been give11 to the interrelationship between rights and responsibilities. Tire debates which have take11 place have te11ded to focus upon tire ways i11 which rights should be linked to participation in certain civic and economic duties. Drnwmg on fi11di11gs from British research which examined young people's perceptions and experiences of citizenship, it is shown !tow such a position Jails to recognize the importance of rights for young people's willingness to be active and fi1lly participating citizens. /11 the conclusion the importance of these findings for debates 011 the 'uuderc/ass' and 'workfa re' are discussed, suggesting that certain rights are essential if the social participation and active citizenship of the young are to be increased.
