This article is aimed at the scientific and methodological substantiation of conceptual provisions for the transformation of the national energy system of Ukraine through the formation of eco--energy clusters. The article analyses international reports on the development of green energy in different countries. An analysis of the dynamics of energy consumption in Ukraine on the basis of renewable sources for 2007-2019 is performed. An algorithm for making a management decision on the transition to renewable energy sources is proposed. In order to transform the national energy system, a conceptual approach to the formation of an eco-energy cluster as an element of innovation infrastructure based on smart specialization is substantiated. It is proven that this structure should be in the form of the partnership of energy companies, business structures, research institutions, 122 higher education institutions, institutions of logistics, energy and innovation infrastructure, and government agencies. This, in turn, will provide a synergistic effect (economic, environmental, social) by improving a number of existing legislations on alternative energy sources, which would increase the economic efficiency of their production, such as: the development of investment projects to attract additional investments in this industry; state guarantees to producers of "clean" energy for its purchase at fixed tariffs; ensuring the level of energy security of Ukraine through the modernization of the network of existing power plants to increase the level of their reliability and uninterrupted operation; the reduction of greenhouse gas emissions from the combustion of traditional fuels.
As recent studies showed, the post-communist countries have relatively the highest level of energy poverty in Europe. The poorest of them still are not explored. So, the authors decided to study this problem for Ukraine as one of the largest and poorest post-communist countries in Europe. This Eastern European country experienced a number of challenges before the pandemic, including a war with Russia in the east of the country, high external debt, high energy intensity and low added value of the economy. The purpose of this study is to measure how deep the energy poverty problem in Ukraine is and how it changed during the COVID-19 pandemic. Applying selected quantitative and financial indicators, the authors showed the problem of energy poverty in Ukraine remained acute at the beginning of 2020, especially in terms of heating. Moreover, its level in Ukraine was three times higher than the average level for the all the EU countries. Furthermore, in 2020, during the pandemic, there were drastic increasing arrears of households on utility bills that meant a new leap of energy poverty in Ukraine. This study did not search for the causes of the identified leap in energy poverty, which apparently connected with the global and local economic and social consequences of the pandemic. However, it revealed the depth of this problem and the lower impact of the nature factor (air temperature) on energy poverty during and after the COVID-19 pandemic. Further research is required to identify the underlying drivers and develop possible solutions to this problem in Ukraine and other European countries suffering from high energy poverty.
At the present stage of the development of international relations, an important aspect is the specification of the rights and obligations of the subjects of international law, which are elements of international legal personality, which is subject to multifaceted study. The research of its problematic elements is fundamental to improving the rules of international law in general and domestic law in particular. The work aims to study and identify problems of theory and practice of international legal personality in public law. The object of research is international legal personality in public law. The subject of the research is problematic aspects of the theory and practice of international legal personality in public law. The following methods were used in the study: observation, historical method, method of analysis, comparison, generalization, the system method, method of analysis of normative documents. As a result of the research, the institute of international legal personality, in general, was analyzed, its peculiarities and problematic aspects were determined.
