In this article, the authors offer a methodology for determining the quality of airline performance by taking into account the level of flight safety on the basis of factor analysis and the results of methodology approbation in the conditions of a functioning airline. The assessment of the level of airline performance quality taking into account the level of flight safety within a certain time span is rather sensitive, informative and reliable. They allow us to detect those changes in industrial and economic conditions and factors that are related to a certain degree of potential deterioration of flight safety. This creates conditions for revealing the tendencies towards the deterioration of flight safety at the stage of their origin, when they have not yet caused deep, irreversible changes in the flight safety of an airline.
At the heart of airline flight safety management is a systematic approach to identifying hazards and controlling risk factors,
which ICAO requires to collect, analyze all deviations in the activities of units, services and personnel airlines and use of its results to develop
and implement management activities. That kind of the system enables the organization to predict and fix problems before they lead to an aviation
accident. Thus, the organizational management structure should ensure high efficiency, reliability and completeness of the control over all components
that ensure the process of the air transportation: the course of transportation, the clear operation of all units in the uninterrupted transport process
and their correct matching. In modern conditions, this result is achieved based on a process approach, when the company’s activities are presented as
a set of production processes (activities). For each of these areas, the airline has appropriate management systems that are developed, certified,
implemented and operated in accordance with international standards. As a result of the interaction of these processes, the goals of the aviation
enterprise, which determine its competitiveness, are achieved.
One of the key concepts in matters of flight safety is that of special (abnormal) situations, with airworthiness regulation and certification of aviation equipment being based on this concept. At the same time, one is forced to admit that today there is no explicit interpretation of the standardized traits of special situations, nor are they not fully elucidated in the scientific literature. In this article we propose a pyramid-based approach to interpreting special (abnormal) in-flight situations, which allows for risk assessment not using risk matrices, but instead relying only on the probabilistic characteristics of the occurrence of events. Using the presence of a causal relationship between the layers of the pyramid, we propose an algorithm for the transition of varying degrees of danger of special situations. This algorithm can be used to develop an on-board device that informs the pilot about the dynamics of transitions from one situation to another, representing each emergency situation in a certain color.

The Thesis focuses on the development of theoretical and methodological approaches for the creation of an information base for the aviation security system, including the identification, compilation and processing of risk factors. An information database model has been developed for the airline, which allows timely identification, processing and provision of information and allows the departments and decision-makers of the airline to provide objective information.
