Purpose The purpose of this paper is to determine the perspectives and to adapt the analysis of “underdevelopment whirlpools” to the current needs of state management of digital modernization of the regional market of educational services in the aspect of determination and assessment of its disproportions as a tool of managing the regional market of education and managing the process of reorganization of regional universities in the conditions of transition to Industry 4.0. Design/methodology/approach Analysis of “underdevelopment whirlpools”, adapted by the authors to the specifics of the regional market of educational services, is used. The statistical basis for this paper includes the information and analytical materials as a result of monitoring the effectiveness of activities of educational organizations of higher education and the materials of the Federal State Statistics Service of the Russian Federation. Findings “Underdevelopment whirlpools” of the Kirov branch of St. Petersburg University of the Humanities and Social Sciences are analyzed, and reorganization of this university is recommended. “Underdevelopment whirlpools” in Kirov Oblast are analyzed, and an increase of regulation of this market is recommended. Originality/value It is substantiated that the method of analysis of “underdevelopment whirlpools” could be a tool of managing the regional educational market and managing the process of reorganization of regional universities in the conditions of transition to Industry 4.0. The advantage of analysis of “underdevelopment whirlpools”, as compared to the existing similar methods of assessment of disproportions in the development of the regional market of educational services (e.g. comparative analysis and plan-fact analysis), is the possibility not only to evaluate the static underrun from the model/plan but also to study its dynamics (depth and speed of sucking into “underdevelopment whirlpool”), which allows achieving high precision of the results of assessment.
The purpose of the article is to evaluate the effectiveness of managing the educational markets in the countries of the world that have the highest global competitiveness in the sphere of education, to determine and compare the factors of development of universities in the conditions of Industry 4.0 in these countries, and to develop recommendations for increasing the effectiveness of managing the educational market. For evaluating the effectiveness of managing the educational market, the authors' method is used, which is based on the classical formula of measuring effectiveness as a ratio of results and costs. For evaluating the susceptibility of the indicators of development of universities in the conditions of Industry 4.0 to the influence of various factors, the authors use the method of correlation analysis and the method of calculation of direct average. The information and analytical basis of the research includes the analytical and rating materials of CWUR, Legatum Institute, Online learning consortium, QS, Times Higher Education (THE) and World Bank for 2019. It is substantiated that quality is the basis of effective management of the educational market and is a goal of development of universities in the conditions of Industry 4.0. Growth of the volume of state financing of education and improvement of the macroeconomic environment will allow achieveing internationalization of education, but they have small influence on its results. Quality of education determines the effectiveness of the national market of education, but is hardly managed at the level of macro-economy.
Industrial production of edible mushrooms is now regarded as an independent agricultural industry not dependent on the seasonality of work inherent in most agricultural operations. Since agricultural production is characterized by high consumption of resources, cultivation and harvesting of mushroom produce are carried out by means of specialized technical and technological equipment, allowing one to provide the necessary microclimate conditions. These issues can be solved by using intensive technological resource-saving processes, which provide a sufficient level of production profitability. In this regard, there is a need to develop an economic-mathematical model able to simulate the process of the enterprise as an example. The study aims to develop a simulation model of a mushroom farm to improve the effectiveness of management decisions. The study employs the AnyLogic simulation instrument to create a model and test its accuracy with the cultivation of Pleurotus ostreatus oyster mushrooms. The authors develop a model of a farm for growing cultivated mushrooms and describe the created model, the algorithm of its operation, and the created interface. This model gives an idea about the optimal conditions for the cultivation of mushrooms and can be used for decision-making in techno-management complexes.
