The purpose of the study is the definition of scientifically based principles of planning reorganization of the city of Naberezhnye Chelny. The main results of the study are the development of a program of urban development of the city territory on the basis of the identified problems and limitations, the definition of key tasks in the spatial and territorial development of the city of Naberezhnye Chelny. Significance of the results for architecture and urban planning consists in the fact that the methodological principles of the planning reorganization of the city as the basis for the development of the strategic master plan of the city of Naberezhnye Chelny are revealed.
Currently, there is an actual issue of the low efficiency of the solutions implementation laid down in the urban planning documentation of the settlements master plan. This article discusses the key reasons that lead to such low implementation rates. Using the example of the developed Master Plan of the city of Naberezhnye Chelny for 2023-2037, the authors consider the roadmap not only as a key tool for increasing the efficiency of the implementation of urban planning documentation, but also as a way of correlating these solutions with the three-year planning cycle adopted in the legislation of the Russian Federation. The results of the study are the justified stages of the solutions implementation of the developed master plan with the points of growth of the city defined for each period.
The main objectives of the study presented in the article are to study the prerequisites for the formation of the Kama agglomeration, to identify factors and trends in its spatial development, and to identify features of the formation of the urbanized framework of the territory. Strategic materials of socio-economic development of settlements that make up the agglomeration and documents of territorial planning are studied. A principal model of the functional and spatial structure of the Kama agglomeration is proposed.
