Features of population settlement on the North of Russia are highlighted in this article. The determining role of the North for Russia’s national economy is explained, however, it is also accompanied by the growth of various socioeconomic problems in the recent years, including those directly related to depopulation. Population settlement has been considered by the authors from two interrelated positions: as the process of settling on a certain territory in the course of migration and as the final result of this process - the resettlement in various regions and zones.  The article reveals the major contradictions in the development of Russia’s northern territories at the present stage of their socioeconomic development. On the basis of the authors’ own methodology the demographic indicators of Russia’s Northern territories were compared with the average Russian ones. Then, it has been estimated how peculiar is the management of the Northern territories in comparison with other Russia’s regions.  According to the results of our research, directions in the migration and population settlement management have been proposed. Taking these directions into account will contribute to ensuring the socioeconomic efficiency of Russia’s Northern regions.

Реферат. Статья посвящена выявлению новых фактов о деятельности литератора и переводчика конца XVIII века П.Х. Безака. До 1795 г. жизнь П.Х. Безака проходила в тесной связи с Сухопутным шляхетным кадетским корпусом, являвшимся элитным учебным заведением и одним из центров культурной жизни Санкт-Петербурга XVIII века. Будучи сотрудником кадетской типографии, литератор выступал как заказчик полиграфических работ, продавец и покупатель книг. Именно в кадетской типографии были напечатаны значительные переводные произведения П.Х. Безака-книга Ж.-П. К. Флориана «Новые новости», перевод книги академика И.И. Георги «Описание российско-императорского столичного города Санкт-Петербурга и достопамятностей в окрестностях оного». На основе архивных документов реконструируется участие П.Х. Безака в издательской и книгопродавческой деятельности Сухопутного шляхетного кадетского корпуса, определены тиражи, переведенных им книг, раскрываются подробности их печатания.

The author describes the little-known period of life of the outstanding Soviet Historian B.F. Porshnev (1905-1972) - his service in the position of Scientific Consultant of the Research Bibliographical Department of the All-Union Library named after V.I. Lenin in the years 1932-1935. On the basis of archival materials, including the unpublished articles of B.F. Porshnev, there was analyzed his theoretical and practical work in the field of Library Bibliographic Classification.
