This article analyzes the aspects of territorial marketing and their influence on the spatial development of the territory, as well as the financial components of this problem. Having applied economic-mathematical and statistical methods, the authors have analyzed the socio-economic indicators and investment potential of Kirov region. They have come to the conclusion that the financing of spatial development of the territory’s investment potential is performed mainly using the federal and regional budget funds within the framework of the approved Development Strategy of Territories, considering the available resources and the degree of customer satisfaction by the territorial product. Using the methods of abstractly logical judgments and expert assessments, a step-by-step process of strategic positioning of the territory was developed with the indication of specific methods for each stage, based on the existing resource basis and prospects of its development by attracting additional funds. Attraction of additional investments in spatial territorial development by means of tools of territorial marketing is possible due to the improvement of social and economic potential of the Kirov region, increase of satisfaction of target groups by territorial product, and also the development and implementation the strategy of territorial positioning, taking into account its strengths and weaknesses.
This article analyzes the aspects of competence approach in improving the skills of project managers, as well as the main approaches to the study of the organization’s competence in the field of project management. Having applied generalization and systematization of different models of competence-based approach, the authors developed a mechanism for assessing the competence of the organization in the field of project management. The analysis concluded that increasing the level of organizational maturity and individual competence of project management specialists contributes to the growth of project culture and project implementation within the established limits and success criterion, and so, therefore, allows the organization to implement the set strategic objective, overcome the contemporary strategic challenges with a minimum of losses, improve the financial efficiency of the organization generally. Using the SOVNET methodology to assess the level of individual competence of employees and the organizational maturity model of project management, the close correlation and identity of these two values is proved as a percentage of the ideal level by the results of measurements on the example of an oil refining company.
This article analyzes approaches to determining external factors affecting the transport industry, as well as the degree of influence of the most significant factors, such as the Covid-19 pandemic and sanctions pressure, on passenger traffic. The development of the transport industry is influenced by various factors, both global and internal. At the same time, it can be noted that there is a correlation between these groups of factors, which makes it possible to weaken the negative pressure of one group of influence factors by strengthening the other group. Based on the application of monographic, economic-mathematical, statistical and expert methods, the indicators characterizing the transport industry are analyzed. The growth rates of indicators are calculated: passenger traffic, passenger capacity, passenger traffic growth index. The influence of external factors (pandemic and sanctions) on passenger transportation was determined using passenger traffic indicators and the passenger traffic growth index. It is concluded that the pandemic and sanctions have significantly affected the dynamics of passenger transportation and the transport industry as a whole. Moreover, the degree of influence of each of these factors is different. Using the example of air transportation, the global and Russian trends of the pandemic's impact on passenger traffic are determined.
