PurposeCOVID-19 cases in Indonesia continue to increase and spread. This article aims to analyse the Indonesian government policies as a response in dealing with COVID-19.Design/methodology/approachThis article is a narrative analysis with the approach of a systematic literature review.FindingsThis article found that the Indonesian government responded slowly to the COVID-19 pandemic at the beginning of its spread in March 2020. The government then issued some policies such as physical distancing, large-scale social restriction (PSBB - Pembatasan Sosial Berskala Besar) and social safety net. These policies will only work if the society follows them. The society could be the key to success of those policies, either as the support or the obstacles.Practical implicationsThis policy analysis with literature review, conducted from March to July 2020 in Indonesia, provides experiences and knowledge in how to respond to the dynamic problems of public policy in dealing with the COVID-19 outbreak, especially in the context of a developing country.Originality/valueThe novelty of the article lies in the unique policy response in a diverse society. It suggests that the policymakers should pay more attention to the society’s characteristics as well as the mitigation system as a preventive measure and risk management to make clear policy in the society.
Mangrove area is an area overgrown mangrove in a natural or artificial, to maintain the environmental sustainability of coastal areas. In addition to maintaining the ecosystem of biodiversity, the mangrove area also has a role to social-economic, and socio-cultural. Rembang regency is one of the districts on the north coast of Java which has a large mangrove area. However, due to the high economic activity in the region of Rembang Regency, the mangrove area becomes less and damaged. This research to describe how environmental policy to manage mangrove area in Rembang regency with qualitative descriptive approach. The result is the role of government and society gradually able to restore mangrove ecosystem. Moreover the district government through Environmental Agency has made a masterplan for the development of mangrove ecotourism in Pasarbanggi Village. The existence of sustainable mangrove conservation has a positive impact on the environment and society.
Pilpres 2019 menjadi panggung betapa populisme agama begitu terekpresi sebagai strategi menggaet pemilih. Baik Jokowi dan Prabowo sadar bahwa menonjolkan aspek religiutas melalui strategi politik yang tepat akan memperbesar peluang kemenangan. Tulisan ini berupaya melihat karakteristik penggunaan populisme Islam Jokowi dan Prabowo beserta hasil elektoral yang diperoleh. Dengan menggunakan jenis penelitian kualitaif yang bersifat studi literatur., penulis mengandalkan data-data yang didapatkan melalui studi kepustakaan baik berupa buku, jurnal, koran, majalah, internet dan Website Komisi Pemilihan Umum (KPU) yang mampu memberikan informasi kunci mengenai operasionalisasi populisme Islam Jokowi dan Prabowo. Penelitian ini menunjukan bahwa populisme Islam Jokowi menang karena menguatnya dukungan Nahdatul Ulama (NU) dan kaum nasionalis sehingga unggul telak di Jawa Tengah dan Jawa Timur serta daerah-daerah mayoritas non muslim, diantaranya Papua, Papua Barat, Sulawesi Utara, NTT dan Bali. Sebaliknya Prabowo unggul telak di daerah dengan basis islam kental (puritanisme), seperti Aceh, Sumatera Barat, Kalimantan Selatan, Jawa Barat dan Banten. Pilpres 2019 menunjukan bahwa populisme agama cukup berkontribusi bagi kemenangan kandidat politik sehingga sangat mungkin di masa depan sentimen identitas seperti ini terus diadopsi.
This paper explains how Merit System is implemented in Indonesian bureaucracy. Bureaucracy condition which is very complex and has many bureaucratic pathologies often leads to less optimal bureaucracy itself. Based on these problems and also the development and demands of society for the role of bureaucratic functions, Merit System is considered as a solute step to optimize the bureaucracy in achieving the goals of the state. In this paper, the authors used qualitative descriptive method, which data obtained from literature and observation studies. The result of this paper is that Indonesian bureaucracy has begun to implement the Merit System. This is known from the existence of various instruments such as legislation, authorized institutions, and the system of recruitment or auction of positions based on Merit System.
Kolaborasi dalam penanganan pandemi COVID-19 sangat dibutuhkan, terutama dalam menangani permasalahan-permasalahan yang muncul. Penelitian ini mencoba untuk menemukan bentuk kolaborasi antar aktor dalam Program Kampung Tangguh. Selain itu, penelitian ini bertujuan untuk mengelaborasiakan peran antar stakeholder dalam merespons pandemi COVID-19, melihat konteks Program Kampung Tangguh Semeru. Menggunakan teori kebencanaan dan konsep terkait desa, penelitian ini berargumen bahwa kunci kesuksesan berjalannya Program Kampung Tangguh Semeru di Jawa Timur merupakan hasil partisipasi dari bawah (bottom up participation) atau bentuk partisipasi masyarakat dan pemerintah dalam menghadapi pandemi COVID-19. Dalam penulisan artikel, peneliti menggunakan pendekatan analisis deskriptif, yang didasarkan pada studi pustaka atau bersumber dari data sekunder. Kata Kunci: Pandemi, Kolaborasi, Kampung Tangguh Collaboration in handling COVID-19 pandemic is urgently needed, especially in handling problems that arise from it. This research is try to find collaboration between stakeholders within Tough Village Program (Program Kampung Tangguh). In addition, this study aims to elaborate on the roles between stakeholders in responding to the COVID-19 pandemic. Using disaster theory and concept about village, this research argues that the key to the success of the Tangguh Semeru Village Program in East Java is through bottom up participation or a form of community participation in the government in facing the COVID-19 pandemic.
