Improving waste management is currently one of the priorities for Ukraine in the environmental safety. EU experience in the use of mechanical biological waste treatment technologies should be applied now in connection with the development and implementation of Regional Waste Management Plans in Ukrainian regions. The aim of the paper is to analyse the benefits and the preconditions of using mechanical biological waste treatment technologies in Ukraine, as well as barriers that may hinder the construction of mechanical biological waste treatment plants. The analysis of the eight drafts of the Regional Waste Management Plans showed that the mechanical biological waste treatment technologies market is free in Ukraine and the best option for the regions where there are cement plants operating is production of solid recovered fuel. Such types of projects could be affordable for Ukrainians with the cost recovery period more than 8 years. On the other hand there are significant obstacles of economic, organizational and technological nature to their immediate implementation i.e. low rates on waste disposal tax, partly compliance on air emissions monitoring system, absence of necessary standards etc. The priority actions to speed up mechanical biological waste treatment technologies implementation have been defined.
The urgency of the research forms the complex of agricultural sector productivity problems, employment level reduction problems, low wages level, and land productivity reduction. The article is devoted to searching for agrarian sector development directions, which promotes steady economic development based on identified problems. The research aims to develop proposals for solving the main agro-sector problems, which contribute to sustainable economic growth. The article develops the methodology of analysis and uses statistical analysis, probability theory, and generally scientific methods of knowledge. The study brings evidence of the leading hypotheses proposed and the table in the “problem-solution” format. It is proved that the agriculture of Ukraine has a heavy influence on the economy and employment. Agriculture is characterised by instability, low wages, and increased land for growing plant products, while livestock farming is in decline. The following methods are used to solve the problems: market transformation on finished food-product, diversification of production, de-shadowing of the sector, agriculture automation increase, land reform controlling, stimulating farming state programmes. The originality of this study lies in the authors’ sustainable development analysis methodology through the agricultural sector growth. The practical significance of the study lies in the possibility of implementing recommendations at the macro- and microeconomic levels. The essence and significance of public-private partnership (PPP) are disclosed, its forms and role as the key tool for solving important problems of balanced economic development are highlighted due to the involvement in the implementation of strategies of private operators. Defined forms of cooperation aimed at organizing interaction under the «business-government-community» scheme, the classification of PPP types is described, its forms and significance are analyzed in the system of providing of natural and technological and environmental safety on the basis of preventive safety. The promotion of the partnership mechanism in preserving and developing the ecological infrastructure is disclosed. The use of PPP as a mechanism for attracting investment projects to financial resources, redistributing risks and strengthening the responsibility of PPP parties for the implementation of investment projects is shown.
It is substantiated that the development of scientific and technological progress since the middle of the last century has led to intensive industrialization that, together with globalization processes, has resulted in global climate change. Nowadays, combating global warming is one of the most challenging and urgent tasks of humanity. Sweeping changes in natural systems, primarily an increase in the frequency and duration of droughts, floods, melting glaciers and rising water in the seven seas, biodiversity loss, etc., are the effect of global temperature rise. There is also a deterioration of living conditions and standards of the public, declining food security, especially in low- and middle-income countries. The research outlines the main trends in climate change. It is clarified the impact of climate change on the environment, man, society, and economy. The authors emphasize the significance and role of local actions towards adapting to the effects of climate change, which may become a tool for reducing climate risks in a global environment. It is justified that the challenge of climate change is addressed by joint efforts of each state of the world economic space. The effects of climate change and adaptation measures within economic realms are regarded by relying on global experience. The purpose of the article is to determine strategic guidelines for implementing adaptation measures to the impact of climate change to guarantee global environmental security. The research is based on a systems approach to solving the issue of guaranteeing global environmental security. In this context, it refers to the stimulation of constant economic modernization and the development of a new economic structure of the 21st century aimed at searching for effective mechanisms and tools promoting the measures for reducing greenhouse gas emissions. First of all, this means the implementation of energy-saving technologies, which will reduce the energy intensity of production and thus, increase economic energy efficiency and enhance global environmental security.
The essence of the concept of economic transformations in the context of the fourth industrial revolution is revealed. The vectors of positive and negative influence of transformation processes on the level of ecological and natural and technological safety are determined. The modern approaches and methods of realization of structural transformations through the synergistic interaction effect are analyzed. The approaches to the instrumental assessment of the impact of transformations on the level of safety ty of the territory are proposed.
