The implementation of regional autonomy in Indonesia has resulted in a paradigm shift and a centralized monolithic government system in the Central Government towards a decentralized system of government in the Regional Government. This kind of government provides flexibility to regions in the form of broad and responsible regional autonomy, to regulate and manage the interests of local communities based on democratic principles, participation, initiatives and the aspirations of the people themselves on the basis of equity, justice and in accordance with the conditions, potential and regional diversity. Efforts to support the success of regional autonomy must be supported by state apparatus as implementers of government policies or regulations. The State Civil Apparatus (ASN) as human resources in charge of serving the public interest has a role in realizing the implementation of government duties and the implementation of national development. The implementation of national development is very dependent on the ability and perfection of the state apparatus which in essence also depends on the perfection of the ASN. Therefore, ASN should have good quality in order to be able to carry out their duties in a professional, fair, responsible, precise and correct manner.

The purpose of this paper is to find out the direction of mining policy for sustainable development (a case study of rock mining business licensing after Law number 23 of 2004 in Rokan Hulu Regency, Riau), so that what happened in Rokan Hulu Regency experienced a buildup of Mining Business Permits with the transition of management The permission. From this writing, it is hoped that the Mining Business Permit policy can be carried out properly so that mining for sustainable development can be realized

Based on observations, the problems that exist are the limitations of the teacher in delivering the material using textbooks and lecture methods and explaining on the board, so that the material requires a clear module. The purpose of this study is to produce a valid, practical and effective E-Learning based digital simulation module. The method used is Research and Development with the ADDIE development model. The research subjects were Class X students at Hang Nadim Batam who took digital simulation subjects. Types of data are primary data where data is provided by teachers and students. The instrument for collecting data is in the form of a questionnaire. Descriptive data analysis technique is to describe the validity, practicality, and effectiveness of digital simulation modules. The results obtained from this development research are as follows: (1) Producing a digital simulation module, (2) The validity of the digital simulation module is declared valid in the aspects of content (format) and presentation aspects, (3) The practicality of digital simulation modules based on teacher responses is stated to be very practical and based on student responses, 4) The effectiveness of digital simulation modules is declared effective to improve student learning outcomes seen from the number of students who graduate in learning. Based on the findings of this study it was concluded that this digital simulation module is valid, practical and effective to be used as a learning module on digital simulation subjects.
