<p><em>The city has a problem that often arises due to the construction of their own city. To prevent that, city management needs through a sustainable approach to the concept of planning. Now, the concept of smart city is developing, where several major cities in Indonesia have started implementing the concept. Surakarta be a pioneer in the use of technology of transportation commonly called Intelligent Transport Systems(ITS). Surakarta indicated to apply the concept of smart city. Together with Indosat, subsidiary of PT. Starone Partner Telecommunications (SMT) cooperate to apply the concept of smart city in Surakarta for example, e-transportation. E-transportation similar to the principle of smart mobility in the theory of smart city. Howerver not only the application of smart mobility technology, but also need to look at the aspects that provide comfort, security, and sustainability.</em></p><p><em>This study wanted to see the level of readiness of Surakarta to smart mobility dimension as part of the smart city concept. The aspects of this research are local accessibility, international accessibility, multi-modal access, information and communication technology infrastructure supporting urban mobility, sustainable transport and safety. The analytical method used in this research is the analysis technique of scoring which assess the readiness of each aspect and the overall readiness. The results showed that Surakarta belongs to the category ready but conditional on the application of smart mobility. This means Surakarta need to do several requirements either repair or procurement in some aspects. Aspects that have been prepared but has some requirements which need to be done are the aspect of local accessibility, international accessibility, multi-modal access, and information and communication technology infrastructure supporting urban mobility. Sustainable transport and safety aspects belong to the category not ready to support the implementation of smart mobility in Surakarta.</em></p><p><em> </em></p><p><strong><em>Keywords</em></strong><em>: smart city, smart mobility, smart transportation</em></p>
<p><em>Permukiman adalah bagian dari lingkungan hunian yang terdiri atas lebih dari satu satuan perumahan yang</em><em> </em><em>mempunyai prasarana, sarana, utilitas umum, serta mempunyai penunjang kegiatan fungsi lain di kawasan perkotaan atau perdesaan.</em><em> </em><em>Konsep livable settlement merupakan suatu konsep tentang permukiman yang disesuaikan dengan aspek-aspek permukiman layak huni. Berdasarkan persepsi masyarakat, Kota Surakarta merupakan salah satu dari beberapa kota layak huni di Indonesia berdasarkan Most Liveable City Index (MLCI) Tahun 2017. </em><em>F</em><em>akta </em><em>di </em><em>lapanga</em><em>n</em><em> menunjukkan bahwa masih banyak permasalahan di</em><em> </em><em>dalam permukiman khususnya kawasan perkotaan Kota Surakarta. Tujuan dari penelitian untuk menganalisis tingkat kesesuaian dari permukiman Kota Surakarta berdasarkan aspek-aspek livable settlement. </em><em>M</em><em>etode yang digunakan dalam penelitian ini menggunakan metode teknik analisis skoring dan analisis deskriptif. Hasil penelitian menunjukkan bahwa permukiman Kota Surakarta mendekati sesuai dengan konsep livable settlement dengan skor sebesar 6</em><em>8</em><em>,</em><em>7</em><em>5%. Komponen permukiman yang sudah sesuai dengan indikator layak huni di</em><em> </em><em>antaranya: kondisi bangunan, jalan lingkungan, air bersih, persampahan,</em><em> pengelolaan air limbah,</em><em> pengamanan bahaya kebakaran, kepadatan bangunan yang tidak tinggi, biaya hidup yang terjangkau, ketersediaan transportasi umum, aksesibilitas, dan tarif transportasi umum.</em><em> Untuk k</em><em>omponen permukiman yang belum sesuai dengan indi</em><em>k</em><em>ator layak huni di</em><em> </em><em>antaranya: luas bangunan, ketersediaan ruang terbuka hijau publik, fungsionalitas ruang terbuka hijau publik, drainase lingkungan</em><em>,</em><em> dan jalur pedestrian yang belum aman</em>.<em></em></p>
<p>Jalan Ki Hajar Dewantara merupakan salah satu ruas jalan yang termasuk dalam program penataan pemerintah untuk merelokasi PKL ke Pasar Panggungrejo pada tahun 2009. Sebagai tempat menyelenggarakan usaha informal, Jalan Ki Hajar Dewantara memiliki daya tarik yang tinggi karena lokasi yang berdekatan dengan berbagai pusat aktivitas, antara lain Solo Techno Park, kampus UNS Kentingan, kampus ISI Surakarta, Kantor BPN/ATR Kota Surakarta, Kantor Kecamatan Jebres, Balai Diklat Industri, dan Taman Cerdas. Meskipun sudah pernah dilakukan penataan, pada saat ini PKL masih bisa ditemui dengan mudah di ruas jalan tersebut. Penelitian ini bertujuan untuk mengetahui preferensi PKL terhadap karakteristik lokasi di Kawasan Solo Techno Park, yang terletak di Jalan Ki Hajar Dewantara. Penelitian juga menguraikan hubungan kesesuaian karakteristik PKL dengan karakteristik lokasi kawasan, yang juga mendukung preferensi PKL dalam berlokasi. Metode yang digunakan untuk menganalisis dalam penelitian ini adalah deskriptif serta analisis data statistik deskriptif yang menggunakan teknik skala Likert dalam mengukur preferensi PKL terhadap setiap karakteristik lokasi di Kawasan Solo Techno Park. Hasil analisis menunjukkan preferensi PKL terhadap karakteristik lokasi di Kawasan Solo Techno Park secara urut dari yang paling disukai yaitu: (1) lokasi strategis; (2) luas ruang PKL; (3) pusat aktivitas; (4) aksesibilitas; (5) lalu lintas jalan; (6) sarana dan prasarana PKL, dan; (7) aglomerasi PKL.</p>
This research is conducted based on high poverty rates in Indonesia (17,4% in 2003) as well as in Surakarta (14,1% in 2009). This is an urban phenomenon indicating the poverty, where in fact most of urban poors live in slums area, characterized by substandard houses with inadequate infrastructure and urban services. The approach of housing policy has shifted from provision approach to sustainable development and recently to integration with poverty alleviation strategy. Community-based Housing Development is one of Housing Delivery Systems in Indonesia , which is based on Community Empowerment. This is believed to be the instrument for poverty alleviation as housing sector contributes in alleviation of poverty in terms of increasing access to housing and shelter ; increasing access to services and infrastructure; social development and eradication of poverty; Environmental management; Economic development and governance. Objective of this research was to analyze the contribution on CBHD-based programs toward poverty alleviation in Surakarta. Results of the research showed that higher contribution of poverty alleviation of CBHD Programs was access to housing due to higher intervention of the program in housing improvement. Relocation Program had higher contribution to poverty alleviation for the most components had been significantly increased: condition of house construction, land secure tenure, water supply, sanitation condition, even though the program had displaced the people from previous location and increased transportation costs.
