This paper considers innovations as one of the factors of sustainable agricultural development of the Stavropol Territory. It focuses on the impact of state policy at the regional level in the field of innovations on the sustainable development of the region’s agriculture. This paper tests whether the implementation of the policy in innovations increased the sustainable growth of agricultural development. To do so, a model with switch variables was used. Principle component analysis was used to calculate a composite sustainability index of selected socio-economic and environmental indicators. The hypothesis that the introduction of a state policy aimed at innovation has a positive impact on the sustainable development of the regional agriculture was corroborated. We also assessed the impact of implementing this policy within each dimension separately. The socio-economic indicator is more important than the environmental indicator.
The article considers modern approaches to ensuring sustainable development of territories. The analysis of publications that set out best practices for harmonizing the socio-economic processes of several regions of the world is carried out. In general, they ensure the satisfaction of the population needs of different localization territories, has been carried out. The empirical part of the study shows the opinion of the regional community of the South of Russia with respect to the possibilities of implementing various approaches to ensure the balanced development of the strategically important territory of Russia. The role of developing regional brands, including rural tourism, for the sustainable development of the Stavropol Territory and improving the quality of life of the population is determined. The competitive potential of the Stavropol Territory, according to the expert community, is focused on the production of grain crops. On the second place are the resort and sanatorium services and opportunities for the development of rural and ethnic tourism. Not enough attention is given to the development of organic food production.
The challenges of the post-industrial stage of development of society dictate the high quality requirements of human capital, which depends on both the level of economic development of the country as a whole and the state of the rural economy. In this chapter, the authors propose a methodological approach to the definition of the index of multiple-factor conditions for human capital development in rural areas. It reflects the vector of long-term development of human capital under the influence of an interlocking system of social, economic, demographic, environmental and institutional factors that manifest themselves at different levels of its formation. An open trend model building of influence multi-level factors system on the development of human capital in the rural economy of the region allows the authors to model the possible directions of human capital development on the basis of experimental calculations and use them in making management decisions by program-target method.
