Food security of the state is based on the progressive development of the agrarian sector by improving the profitability of its branches. The growth of profitability of the crop sector is possible while building soil fertility by using organic fertilizers. The purpose of the study is to form the aspects of implementation and approaches to the control of the process of organic fertilizers application and to identify their economic substance as a theoretical base in the current conditions of organizational and economic development and management in the agricultural sector. In order to improve the production process management and use of organic fertilizers in the agrarian sector a hierarchical system of resource and product models to optimize production and transportation of organic fertilizers has been developed. The system of resource and product models gives an opportunity to create a strategy of accommodation the technological platforms for the processing organic waste, to optimize transport costs at different levels of the hierarchy of the system implementation, to form a set of measures to increase the level of providing agricultural areas with organics. All this tends to increase the profitability of the crop production branch. To substantiate the effectiveness of the proposed measures to improve the process control of organic fertilizers application divergent forecast scenarios, such as regulatory and extrapolatory (which is subdivided into extrapolatory-inertial and extrapolatory-integrational) have been developed, the consistency of the extrapolatory-integrational forecast scenario has been proved. The designed forecast scenarios are recommended for implementation at various levels of control of technological processes in the agricultural sector, from an economic entity to the state level, using a closed loop process control of the technological processes of production and use of organic fertilizers based on resource and product models.
Ensuring food security of the state provides for obtaining high yields of agricultural crops and the development of livestock facilities. The aim of the investigation is to develop an accelerated biotechnological preparation of sewage and livestock manure from livestock farms for irrigation of pastures and fertilization of fields for forage crops. Closed-loop systems for products output on pig farms and cattle farms using biotechnology for the preparation of livestock manure for irrigation of fields in the production of forage crops have been developed. The biotechnology of accelerated preparation of sewage and liquid livestock manure is based on the principles of their mechanical separation into fractions with the subsequent preparation of liquid concentrated organic fertilizers using nutraceuticals, which speed up the processes of their preparation in a much shorter time than using traditional technologies. A closed-loop system for products output on sheep and pig farms and cattle farms using biotechnology is proposed. The basis of biotechnology in the processing of solid livestock manure is the principle of accelerated components composting using nutraceuticals. The implementation of accelerated preparation system of sewage and livestock manure for irrigation of pastures and fertilization of fields for forage crops contributed to an increase in their yield up to 20.54%. At the same time, the milk yield per forage cow increased by 8.47-14.20%; average daily weight gain - by 13.30–47.73%.
Obtaining record harvests of grain crops in Russia in recent years has led to a decrease in soil fertility and degradation of agricultural lands. More than 40 million hectares of arable land require restoration. The lack of organic raw materials does not contribute to the restoration of soil fertility, and the manure and manure produced are the main sources of en-vironmental pollution. The purpose of the work was to develop trends in the development of technical means for recycling organic waste from agri-cultural production. The main method for achieving the goal was a system-atic analysis of literary sources on this topic and the results of the authors' own research. The results of the recycling of liquid, semi-liquid and solid manure into concentrated organic fertilizers are given. The main develop-ment trends: the ability to interact with animal husbandry and crop produc-tion; transfer of raw materials (organic waste of animal husbandry and crop production) into a product in the form of high-quality concentrated organic fertilizers, necessary for the restoration of soil fertility; digitalization of technological processes for the production of KOU and their differentiated application to the field by scanning the qualitative composition of nutrients in the production layer of the soil.
