The government is required to manage the government system to achieve the state’s goals as guaranteed by the Republic of Indonesia’s constitution. The management of a government system requires fundamental changes through the Government Revolution 4.0 approach. One form of the government revolution is the District Integrated Administration Service (DIAS) in Cibitung District of Bekasi Regency. However, not all DIAS has made fundamental changes with the Government Revolution 4.0 approach. This research aimed to find out and analyze the government revolution in DIAS in Cibitung District, Bekasi Regency. The study used a mixed-method between quantitative and qualitative methods. The data collection used is closed questionnaires and open questionnaires with a total sample of 49 respondents. The data analysis used is Structure Equation Model (SEM) of Lisrel and Microsoft Excel. The research found that the District Integrated Administration Service in the Government Revolution 4.0 has an average value of 6.80 for positive factors and 5.20 for negative factors. The results are due to weaknesses, namely recurring problems, system failures, complaints, and delays in service. Moreover, the government revolution had a positive impact of 74.83% and a negative impact of 25.17%, hence categorized as “good”. The study concludes that the District Integrated Administration Service acquire the category of “not yet star service”, thus requires a solution for weakness factors.
Efektivitas Program Bangkit Berdaya dalam meningkatkan partisipasi masyarakat di Kecamatan Kotabaru Kota Jambi Provinsi Jambi. Penelitian ini dilatarbelakangi karena ketertarikan penulis meneliti terhadap permasalahan yang timbul mengenai Efektivitas Program Bangkit Berdaya. Dari hasil wawancara dan observasi awal, penulis menemukan masalah Kurangnya partisipasi masyarakat di Kecamatan Kotabaru dalam pembangunan sarana prasarana di lingkungan kelurahan. Penelitian ini bermaksud untuk mengetahui sejauh mana efektivitas Program Bangkit Berdaya, faktor pendukung dan penghambat, serta strategi dalam penerapan Program Bangkit Berdaya di kecamatan Kotabaru, menggunakan teori Efektivitas yang dikemukakan oleh Gibson, Donnely dan Ivancevich Metode penelitian yang digunakan dalam penyusunan tesis ini adalah metode penelitian deskriptif, dengan pendekatan kualitatif. Data diperoleh adalah melalui studi pustaka, observasi, dokumentasi wawancara. Hasil penelitian menunjukkan efektivitas Program Bangkit Berdaya menunjukkan hasil yang baik dalam meningkatkan partisipasi masyarakat. Faktor penghambat antara lain Faktor faktor yang memengaruhi efektivitas Program Bangkit Berdaya dalam meningkatkan partisipasi masyarakat di Kecamatan Kotabaru adalah adanya warga yang kurang peduli dengan kondisi lingkungan, ada masyarakat yang tidak ingin tanah miliknya menjadi berkurang dalam pelaksanaan program pemerintah dan ada 7 isu strategis yang dapat digunakan dalam penerapan Program Bangkit Berdaya di Kota Jambi.
The authors are interested in taking the title Evaluation of Policy Implementation of the Integrated Administrative Service District in Central Halmahera, North Maluku. This study aims to determine how the policy evaluation and implementation PATEN enabling and inhibiting factors PATEN policy implementation. The location of this research is in the district of South Weda Central Halmahera in North Maluku province. This study uses the theory Waynes Parson in Palumbo and the size of the policy evaluation is based on the theory that the evaluation process, the evaluation of formative and summative evaluation. policy resources, communication among organizations, characteristic of the implementing agencies, economic, social and political conditions and the tendencies of implementation. This research uses descriptive method with qualitative approach. Data collection techniques are interviews, document analysis and observation. The data obtained were processed with qualitative data analysis. Informants in this study were 1) the Regent of Halmahera, 2) Regional Secretary, 3) Assistant for Public Administration, Law and Authority, 4) Head of Governance Regional Secretariat of Central Halmahera, 5) Head of Integrated Licensing Service Agency, 6) Head Weda South 7) The community served Based on the research results we concluded that the implementation of the PATEN in the district of South Central Halmahera Weda considered not running optimally. This is due not been reflected in the elaboration of management commitment to the programs and activities of the OPD related, yet the drafting SOP to realize the translation of the vision - the mission of the organization, there are no guidelines for minimum service standards, unclear tasks and functions of the technical team so that the conduct of licensing has not been fully included effective, institutional structure did not reflect the needs and interests of improving the service function to society, Inkonsisiten and lack of support of stakeholders in the implementation of technical policy administration services licensing, not optimal formulation of technical policy administration services licensing, weak coordination between leaders and subordinates in the implementation of integrated license service with the technical team in its OPD and has not implemented the promotion and development of quality apparatus BPPT, facilities and infrastructure not meet minimum service standards have not yet optimal application of ICT-based information system
Performance data management is carried out by recording, processing, and reporting performance data. The measurement of performance achievement at BPK is supported by the role of the Key Performance Indicators (KPI) input. Where the KPI input does not meet the level of reliability. The purpose of this study was to find out what factors caused the role of KPI inputers to not fully meet the level of reliability (timeliness of data input, completeness of supporting data and accuracy of supporting data) in the ideal SIMAK/PRISMA data input; and develop strategies to increase the role of KPI inputers in order to increase reliability. This study uses a qualitative research method with a descriptive approach using Soerjono Soekanto's active role theory. Sources of data obtained from primary data and secondary data. The analysis technique uses SWOT analysis. Data collection techniques through interviews, observations and documentation carried out at the Directorate of Strategic Planning and Performance Management. Resource persons as informants in this study are KPI inputers. The results showed that the factors that caused the role of the KPI inputer to not fully meet the ideal level of reliability in inputting SIMAK/PRISMA data were the KPI inputer in carrying out the role of prioritizing the main task, where being a KPI inputer was an additional task; availability of data from parties other than KPI inputers who have not provided data by the time limit; there is limited knowledge of the inputer on the use of the application; the data period required is different from the input period; the existence of human error, the inputer mistakenly saw the numbers and typed them; the data to be input takes time in a tiered review, the work process is still ongoing so that the required data does not yet exist; data/document access restrictions. There are six strategies that can be used to increase the role of KPI inputers, namely maintaining social relations/interrelationships on an ongoing basis in order to cooperate with other parties regarding data input; maximizing the facilities and infrastructure to support the task of inputting data; propose a re-evaluation of data access restrictions; propose to take part in related training for unskilled KPI inputers; proactive in collecting data from various parties.
