Masyarakat secara luas memperoleh hak atas informasi publik sejak Undang-Undang No.14 Tahun 2008 (UU KIP) disahkan. Berdasarkan UU KIP itu maka setiap Badan Publik berkewajiban untuk mengumumkan informasi publik non-dikecualikan pada berbagai saluran informasi, termasuk situs web resmi milik Pemda sendiri. Maka dari itu, penelitian ini bertujuan untuk menganalisis keterbukaan informasi publik yang ditampilkan pada situs web Pemerintah Daerah di Sulawesi Selatan di tahun 2022. Penelitian ini dilakukan dengan teknik sensus (total sampling) untuk menentukan populasi, yaitu sebanyak 24 situs web resmi milik Pemerintah Kabupaten/Kota Se-Sulawesi Selatan. Menggunakan metode analisis isi kuantitatif dengan tipe deskriptif. Data primer diperoleh dari pengisian lembar coding untuk menilai keterbukaan informasi, adapun indikator kelengkapan informasi bersumber dari Peraturan Komisi Informasi No.1 Tahun 2021 tentang Standar Layanan Informasi Publik (Perki SLIP). Sedangkan data sekunder diperoleh dari studi kepustakaan dan literatur yang relevan dengan objek penelitian. Hasil penelitian menunjukan bahwa situs web pemerintah daerah se-Sulawesi Selatan sebagai saluran komunikasi massa digital dan inisiatif e-government belum menunjukkan hasil yang maksimal. Berdasarkan data yang diperoleh terdapat 49,24% situs web yang menampilkan informasi secara ‘tidak lengkap’, 28,41% situs web yang menampilkan informasi secara ‘cukup lengkap’, dan 22,35% situs yang menampilkan secara ‘lengkap’.

The purpose of this research is: (1) To find motive of indie musicians on using Soundcloud as an alternative media distribution for musical pieces. (2) To find effort of indie musicians on using Soundcloud as an alternative media distribution for musical pieces. This research is in Makassar, on indie musicians who using Soundcloud. As for the method of this research used Descriptive Qualitative. The result of this research shows that indie musicians in Makassar have different motives on using Soundcloud as an alternative media distribution. The first, musicians used soundcloud to promote their works. The second, as an effort to distribute their works through the download feature. The third, Soundcloud is unsophisticated and very friendly media. The fourth, Soundcloud is utilized by musicians for the sake of protection feature for their uploaded works. The fifth, musicians used Soundcloud as a means of documentation for their works. The variety of Soundcloud uses been applied by indie musicians. The musician effort to utilize the feature not just confined by uploaded the works. Makassar indie musicians also integrated their Soundcloud account to another social media. Furthermore, they are providing download feature for their listeners, so they can download it for free. However, no musicians yet utilized description feature to describe the music context of their works.

Abstract-President

This study aims to determine the role of community newspaper in carrying out its oversight function of corruption in South Sulawesi province, Indonesia. The type of research used is the content analysis and in-depth interviews with several key informants, including the mayor, the attorney general, the police, non-governmental organizations, and newspaper publishers. The unit of analysis is four local newspapers namely Pare Pos, Palopo Pos, Radar Bone and Radar Selatan. These four newspapers were published outside the provincial capital of South Sulawesi, Makassar. Data analysis used the Single Factor Analysis of variance (ANOVA) or one-factor ANOVA (One Way ANOVA) test. The findings of the study show that: (1) the media has a role in carrying out its oversight function of corruption in government institutions in South Sulawesi, although this is not solely because of the media, but also the regulation and supervision carried out by the government through the bureaucratic path, (2) The portion of community newspaper coverage of corruption is quite large compared to other themes. However, judging from the tone of the news in general, it is still nuanced with information, and there has not been much investigated reporting. (3) Judging from the frequency of the coverage of these four newspapers, the Palopo Pos Daily and Radar Bone Daily showed a trend in reporting corruption issues, while the Pare Pos and Radar Selatan Daily tended to focus more on public service issues, for example waste, road, drinking water, electricity and traffic problems. However, statistical analysis showed that the difference was not significant.
