Export of VET services has become the rapidly growing business field within the service sector. Austria and Germany traditionally run the vocational education and training (VET) by the so-called Dual Apprenticeship System, the public-private co-management of employers and public vocational schools. Both countries promote VET internationalisation, and VET service providers seek for respective management strategies. This paper contributes to the question How do VET providers successfully internationalise?As finding the paper presents the market-oriented and integrative management model for VET internationalisation into emerging markets. The explorative study applied the market-oriented innovation management research method that was chosen to highlight the paradigm shift in VET internationalisation towards market-orientation. Moreover, the method strongly involves the users view what is is in compliance with latest value creation and value co-creation theories in service management.
Zusammenfassung: gerade die Zivilgesellschaft gilt als erfolgsindikator für den entwicklungsstand der demokratischen reformen der transformationsländer Osteuropas. aufgrund ihrer jahrelangen erfahrung im Feld der Organisationsentwicklung in Osteuropa zeigt die autorin, wie Organisationen des zivilen Sektors gebildet wurden und welche probleme es bei der Organisationsentwicklung gibt. Wichtige themen sind hier die generierung des freiwilligen engagements, die professionalisierung, sowie das Fundraising. Viele dieser Organisationen wurden von außenstehenden gegründet oder kopieren westliche Muster. umso wichtiger ist es, Lokalisierungsprozesse zu initiieren, die die lokalen bedingungen und Kulturen berücksichtigen. Dies erweist sich als die basis für die nachhaltige entwicklung. Zunächst erfolgt die einführung in den arbeitskontext in den Ländern Mittel-, Ost- und Südosteuropas sowie begriffsklärungen zur Zivilgesellschaft, deren entwicklung als beurteilungsmaßstab erfolgreicher transformationsprozesse gilt. Die resultate dieser umfangreichen annäherung auf lokaler, regionaler und nationaler ebene werden anhand von ‚best practice' beispielen aus Litauen, ungarn, Kroatien und bosnienHerzegowina dokumentiert.Abstract: the civil society in the transformation countries in Central and eastern europe is considered as the success factor for the development status of the democratic reforms in this area. Due to the fact that CSO are initiated from outside or that they copy Western patterns the localisation processes-adaptation to the local condition and enculturation-are the basis for sustainability. but, the exclusive view to the civil sector and its extraordinary support may cause reluctance in parts of the population.the across-the-sectors Development partnership is a way of cooperation in strategic development and project management of CSO, governmental organisations and enterprises. the results of this comprehensive approach on local, regional and national level are documented by best practice examples from Lithuania, Hungary, Croatia, and bosnia and Herzegovina.
