The purpose of the article is to determine the model of operational search prediction of intentional homicide by criminal police of Ukraine. Subject of research: The subject of research is a model of operational search prediction of intentional homicides by criminal police of Ukraine. Methodology: The methodological basis for the article is general and special methods and techniques of scientific knowledge, in particular: normative and dogmatic method, epistemological method, monographic method, comparative and legal method, modeling method, method of grouping, logical and legal method, method of generalization. Research results: The characteristic of the method of prediction and its use by the bodies of criminal police is given. Practical consequences: The features of the process of construction of operational search model of a situation are considered. International experience of regulating the issue under consideration is studied. Value / originality: Based on the examination of international experience, it is proposed to apply appropriate measures to combat intentional homicide in the activities of the National Police of Ukraine.
The purpose of the article is to characterize the features of prevention of intentional homicide in terms of its implementation by criminal police units. Subject of research: The subject of research is the prevention of intentional homicide by criminal police units. Methodology: epistemological and legal method, methods of generalization and analysis, method of grouping, statistical, documentary and social survey methods, logical method are used in the course of the research. The results of the research: The article considers the main problems of determining the place and role of the victim in intentional encroachments on human life. Typical situations that lead to encroachment on life are analyzed, the role of the victim in each specific situation is determined. Practical implications: The main preventive measures to prevent intentional homicide by the police in general and criminal police units in particular are identified. Value / originality: The exceptional importance of intentional homicide preventing under modern conditions is substantiated.
It has been noted that the modern development of the financial sphere of Ukraine is one of the priorities of the state administration agencies. Economic awareness of the population leads to a decrease in unemployment, stability of the national currency and the formation of a new economic culture of the population, which requires, above all, an adequate level of the financial literacy. It has been concluded that the functioning of all spheres of society is not possible without the use of the financial information, application of financial knowledge. Financial awareness helps to understand key financial concepts and use them to make decisions about income, expenses and savings, to choose the proper financial instruments, to plan the budget, to accumulate funds for future goals. Existing scientific approaches have been studied and the authors have offered own definition of the concept of «financial literacy», which means awareness, knowledge, skills, attitudes (life guides) and behavior, which allow to make sound financial decisions for achieving personal financial well-being, as well as financial activity of every citizen of the state to ensure social stability in society. The authors have distinguished a number of factors that affect the financial literacy of the population and they include: ignorance in the financial sphere; ignorance of how financial institutions of the state operate and their advantages; distrust to financial institutions and financial organizations; inability to distribute income and expenses; fear of starting own business. It has been noted that increasing the level of the financial literacy of Ukrainian citizens will enhance their ability to exercise effective financial control over the use of their own financial resources and to make sound financial decisions, and in our opinion, would become an integral element of the financial culture of society. It has been substantiated that there is no agency in Ukraine responsible for the implementation of the state policy in the field of the financial literacy of the population, which would develop, implement the National Program for raising the level of financial literacy of the population, and would also monitor the situation on this issue in Ukraine. Perspective research areas are the study of the effectiveness of teaching the discipline «Financial Literacy» in general secondary schools.
Introduction: Health systems and health policies across the European Union are becoming more and more interconnected and also more complex. This increased interconnection raises many health policy issues, including health care quality. Mistakes in medical care can occur anywhere in the health care system – at hospitals, doctor’s offices, nursing homes, pharmacies, or patients’ homes - and in any part of the treatment process involving wrong medication, improper treatment, or incorrect or delayed test results. The aim of the article is to develop adequate theoretical and scientific-practical proposals for the modernization of the legal regulation to protect patients’ rights aimed at observance of constitutional rights and freedoms. Materials and methods: In order to obtain the results the analysis of medical, labor and civil law norms are investigated. The article uses analysis and synthesis methods, as well as a comparative legal method. Review: A number of proposals are given for improving legislation in the area of eliminating obstacles to provision of qualitative primary care / medical-preventive care, prevention of formal attitude towards the patient, the implementation of preventive protection measures which should notify in advance about the violation of the law in the medical sphere. Conclusions: Ukraine urgently needs a legal mechanism to protect the rights of patients; it will become a systemic phenomenon and will consist of legal means, forms, ways by which the restoration of violated patients’ rights is provided, the support of protected interests by the law is maintained, legal disputes are resolved and other obstacles to realization of patients’ rights are overcome.
