Predictors of strengthening negative tendencies of Russian migration policy are considered. The problem of increasing objective prerequisites for the growth of students’ intentions to emigrate from the country is identified and justified. The dynamics assessment of the level of youth labour migration return demonstrates the acuteness of the studied problems. The advantages and negative consequences of the closed circle of migration flows for the donor and recipient countries are highlighted. The sources that shape the direction of the migration flow of Russian youth are examined. The evaluation of government programs to support the educational and labour migration contributing to the growth of outbound tourist flow of young people is given. The leading directions of educational migration among Russian youth are determined. State regulatory policy of young people’s return migration is characterized; new initiatives on the formation of a young professional’s intentions to update a professional capacity in the country of permanent location are reviewed.
The authors consider the internal and external reserves of improving the quality of products at the enterprises that produce reinforced concrete. The research objective was to study and substantiate the external and internal factors, thus improving the effectiveness of quality management. The paper focuses on the use of such tool of sustainable development as "Six Sigma", which is considered as an important factor in product quality management. The paper also features the process of certification as an external tool that can improve quality management in the construction industry. The authors justified the necessity of mandatory certification of construction products when bidding for a tender. The paper also reviews the experience of sustainable production at reinforced concrete plants. The problems of product quality in the industry are of strategic nature and can cause economic, environmental, and other negative consequences. Quality management should become compulsory in the industry since its products are designed exclusively for the domestic market. As a result, its certification according to State Standards ISO 9001 or GOST R ISO 9001 is absolutely voluntary and performs only image-making functions. As far as tenders for state orders are concerned, mandatory certification may solve the existing problems with the quality of construction work. As internal quality management tool, the concept of "Six Sigma" can be useful for concrete works.

The research objective was to study the effect of new technologies on service market using the case of airline ticket agencies. The study featured new marketing tools in the service sector and the effect of advanced technologies on the airline ticket market. Promotion instruments and methods are developing very fast. Nowadays, marketing relies on such concepts as cognitive marketing, cognitive technologies, behavioral marketing, SEO-promotion, and event-marketing. These approaches are different in nature but seek to satisfy and anticipate consumer expectations. Successful companies, e.g. Aeroflot and Sberbank, use effective combinations of these tools. A prompt adaptation to new technologies guarantees successful performance for small and medium-sized businesses. The research was based on such methods as observation, interview, scientific analysis, induction, and comparison. The empirical data were provided by the largest regional airline ticket agency. The authors used retrospective analysis of business documentation, interviewed the management, analyzed the client base, and conducted an express cost analysis. The research revealed both positive and negative consequences of digitalization. The airline ticket business proved to undergo serious changes during the digital transformation of the economy.
