In the article the methods of choice of optimal administrative decisions are examined on the development of objects energy supplies of housing and communal services. That would take into account nascent risks related to investment-building activity of energy supplying enterprises. It is shown that the basic condition of housing and utilities on an energy supply is the building of objects with a subsequent production, distribution and realization of electric energy, that allows at their reproduction to provide quality and reliability of energy supply to the consumers. Also the questions of decline of risks and exposure of factors, influencing on the processes of management development of objects of energy supply in the field of housing and utilities, estimation of organizationally-economic reliability and combined risks, estimation of possibility of the use of innovative energy technologies, alternative sources of energy supply, are investigated in the article. It is fixed, that risk indexes must be appraised not only on the investment stage of building object, but also on his operating stage (after commissioning) on the basis of account of the great number of risks characterizing the combined risk.
Abstract. The article is devoted to the features of the formation of the organizational and economic model of the construction of a sociocommercial multifunctional complex for high-rise construction. Authors have given examples of high-altitude multifunctional complexes in Moscow, analyzed the advantages and disadvantages in the implementation of multifunctional complexes, stressed the need for a holistic strategic approach, allowing to take into account the prospects for the development of the city and the creation of a comfortable living environment. Based on the analysis of multifunctional complexes features, a matrix of SWOT analysis was compiled. For the development of cities and improving the quality of life of the population, it is proposed to implement a new type of multifunctional complexes of a joint social and commercial direction, including, along with the implementation of office areas -schools, polyclinics, various sports facilities and cultural and leisure centers (theatrical, dance, studio, etc.). The approach proposed in the article for developing the model is based on a comparative evaluation of the multifunctional complex project of a social and commercial direction implemented at the expense of public-private partnership in the form of a concession agreement and a commercial multifunctional complex being built at the expense of the investor. It has been proved by calculations that the obtained indicators satisfy the conditions of expediency of the proposed organizational-economic model and the project of the social and commercial multifunctional complex is effective.
The article discusses the features of engineering solutions in the construction of facilities for the processing of waste, including construction management of temporary waste storage, waste treatment and incineration plants with the provision of recycling or disposal of residual waste. When developing the design solutions one should consider the availability of existing facilities at large industrial enterprises and the possibility of creation on their basis of major regional recycling centres; the factors of production specialization and cooperation development in the implementation of investment projects; creation of industrial parks, specializing in the processing of solid waste. The article describes the main indicators of the construction of a plant for the thermal treatment of municipal solid waste. The authors consider the advantages of such projects, resulting in reduction of volume of disposed solid waste by 70-80%, the possibility of building objects close to the places of waste generation and reduction of transportation routes, environmental safety of plants with proper maintenance, creating a comfortable environment and enhancing the quality of life of the population.
The article discusses the general provisions for assessing the effectiveness of the implementation of reconstruction suggests the directions of SMART-reconstruction of real estate, creating conditions for saving resources, reducing time, improving the efficiency of reconstructive work, which ensures the sustainability of the urban environment, achieve development goals. It has been proven that an improved look is needed for approaches to restructuring organization that would meet modern requirements, as well as fundamental principles, such as: safety, environmental friendliness, energy efficiency and comfort. Research on the experience of reconstruction has shown that currently the following elements are not fully implemented: innovative mechanisms for carrying out a comprehensive reconstruction; a unified regulatory and legal framework, including for determining the costs of reconstruction, as well as a scheme of relations between the participants in the process, which would ensure the effective interaction of all participants in the reconstruction; managerial and organizational mechanisms that reduce costs during reconstruction, adapting to changes in the socio-economic situation; modern model of reconstruction, which would allow to achieve the goals for each specific project and include the latest developments in technology, the use of innovative materials, the improvement of the project mechanisms at the design stage, as well as the availability of a quality system for monitoring the timing and cost of reconstruction..
