Organizational and technical problems of energy efficiency in the construction of high-rise residential buildings were identified and systematized. The efficiency of state and regional policies in the field of energy saving and energy efficiency in high-rise housing construction and housing and utility services was stated to be largely determined not only by the level of modern constructional technologies and production of building materials, but also by the quality of full-scale measurements. The relevancy of scientific and methodological developments, allowing correctly to carry out the control over the compliance of actual indicators of energy efficiency of high-rise residential buildings with the given parameters, was substantiated. The contradictions of the goals and economic interests of suppliers and end users of energy resources were revealed. The conclusion was made that the solution of the problem of energy efficiency in high-rise housing construction was to harmonize economic interests and anticipations of the key market players.
Abstract. Energy saving technologies have recently been considered at the level of state and international policy. Various opinions on the causes of appreciation of energy resources, on depletion of natural resources, changes in climate and many other problems are coming from the expert community. Increasing tariffs and prices for the consumed energy and heat citizens can feel on themselves. The diverse opinions of representatives of all government levels, departments and organizations converge in one thing: it is necessary to reduce the energy consumption, develop energy efficiency and energy saving measures in the country which will contribute to this. The relevance of this study is based on the lack of a mechanism to meet the social, economic, aesthetic and ecological needs of a person. Nevertheless, the problems of ecology and environmental protection are still acute and urgent. Levels of water and air pollution remain high due to outdated equipment and insufficient integration of modern technologies and waste treatment facilities. Motor transport increased the pollution level of the urban airspaces. Taking into consideration the significant growth of passenger transport, the reduction of trucks in the general traffic flows does not reduce the overall air and noise pollution in the roadside territories.
This article assesses risks in order to substantiate the economic and organizational efficiency of housing and industrial construction. This topic is relevant because it is necessary for sustainable development. In Russia, environmental safety in construction and housing, as well as communal services, is poorly developed and not regulated by the legal system. As building construction, housing, and communal services should be based on environmental safety, this topic requires rapid development. Methods related to quantifying environmental risk and making decisions under conditions of uncertainty were studied. A quantitative risk assessment was performed using the Monte Carlo method for pessimistic and optimistic options to prevent environmental damage. The model reproduced the distribution derived from the evidence-based fit. The results of sensitivity analysis are also presented to prove the hypothesis. The selection of the most appropriate probability density functions for each of the input quantities was implemented through settings in a computer program. The simulation modeling results clearly illustrate the choice of the general principle of assessment and the adoption of the optimal decision. In conditions of uncertainty, the decision to choose the optimistic options with high cost (to maintain the reliability of the technical system) but less risk plays a decisive role in the future environmental safety strategies of construction projects. The Monte Carlo method is preferable for environmental impact assessments. In the future, the amended methodology can be applied to raise environmental safety in the field of construction.
