The improvement of transportation systems and technologic equipment leads to changing technical capabilities of this equipment. With the development of technologies, industrial development is also inevitable, resulting in correspondingly increasing need of transportation of HeavyWeight and OverSize (HW/OS) cargo. The application of a systematic approach in HW/OS cargo transportation processes allows reducing costs of delivery of such a cargo several times, which leads to a dramatic change of economic development and investment attraction conditions. Thus creating a system of criteria for the selection and assessment of HW/OS routes, which would allow selecting the most appropriate route of transportation in terms of cost and time, is expedient for this reason. The algorithm for the assessment of HW/OS cargo transportation routes will be drawn up in this article. This algorithm enables an objective evaluation of HW/OS transportation processes comparing different modes of transport, route segments, cargo transportation and cargo handling technology, and it can be practically applied to any territory.
Dynamically changing economic conditions influence the growing demand of various freights transportation. Inevitably, the demand for heavy and oversized freight transportation is increasing, which is quite problematic. In many cases, it is very difficult to standardize the technology of heavy and oversized freight transportation. Decisions are necessary, which would allow to deliver heavy or oversized freight to the destination place, allocating fewer funds as possible for infrastructure improvements, choosing the most appropriate mode of transport for such freight transportation or using advantages of multimodal (combined) transport. In this article there will be selected methodology of heavy and oversized freight transportation system, carrying heavy and oversized freight by road transport. There will also be made an approval of this methodology, based on a hypothetical route within Lithuanian territory.
With the acceleration of globalization processes and increased international cooperation, freight transport routes are expanding, which requires new solutions for the most efficient use of various modes of transport. One of the most important factors that may improve the efficiency of the interoperability of different transport modes is information exchange allowing to plan transport flows in advance, exploiting benefits of the maritime and rail transport and minimizing its disadvantages. Precise information allows to find the most efficient mode of transport for the freight transportation chain. Precise information is necessary for effective management of information flows to ensure interoperability between the transport modes. This article analyses the specificity of railway and maritime transport modes, hence research questionnaire of Lithuanian transport companies is performed to present the results to show the most significant elements of railway and maritime transport interoperability. The completed expert evaluation enabled to prioritize the sequence of elements to ensure the efficient interoperability between rail and maritime transport.
The most important factor affecting the quality of transportation heavy goods is safety and security. Risk evaluation and management is one of the key issues during the planning oversized goods safe transportation and investments into transport infrastructure reconstruction. Usually it is international transportation and decision-making requires through analysis of the problem both, on the national and international scale and only then the most rational decision (transportation route) can be made with the view of the effective risk lowering, i.e. seeking the last possible reconstruction costs. The objective of the risk evaluation when investing into infrastructure reconstruction is to safeguard heavyweight or oversized goods transportation. When making the quantitative and economic assessment of the risk the theory of chances and mathematic statistics are most commonly used methods, because they are denoted to describe an event or process in case of ambiguous possibilities.
