Establishment of Regional Owned Enterprises (BUMD) An effort to reduce the dependence of local governments on balancing funds from the central government. This Regionally Owned Enterprise is mostly or wholly owned by regions of wealthy regions. This BUMD is a government instrument that has a role to develop the regional and even national economy. The existence of BUMD in successful regional economic activities is a new thing, but has been going on for a long time. The obligation to establish BUMD is to carry out regional development through services to the community, implementing public benefits and increasing the level of local government. The purpose of this study is to determine the legal description of BUMD in taking legal actions and what factors are obstacles for BUMD to achieve their orders. The research method used is normative juridical research method.
The objective of this study is to discover the legal position of the National ID number functioning as the primary identity that forms the basis for fulfilling citizens’ rights, including fundamental rights to health services and education for persons with disabilities. Also, to determine the innovation implemented by the Dinas Adminduk of Palu City to encourage public service fulfillment for persons with disabilities. This research is empirical legal research with statutory and conceptual approaches. This research concludes that the legal position of the National ID number functioning as the primary identity that forms the basis for fulfilling citizens’ rights has been legalized in the Regulation of The President of The Republic of Indonesia Number 83 Year 2021. This causes every Indonesian citizen to be mandatory to have an ID number to access public services, which leads to the fulfillment of the constitutional rights of citizens. SIMALEO BERGERAK, PELANGI in the District, and PELAYAN SEKSI are the innovations developed to help the citizens, especially persons with disabilities, to have an ID number. Therefore, the obligation to fulfill the constitutional rights of persons with disabilities can be carried out by the State.
<p><strong>ABSTRAK. </strong>Perusahaan ritel Alfamart adalah sebuah perusahaan ritel yang bergerak dalam bidang penjualan barang-barang kebutuhan sehari-hari. Alfamart juga melayani berbagai macam pembayaran seperti pembayaran <em>online</em> BPJS, pemesanan tiket kereta api sampai pesawat terbang. Sistem kompetensi merupakan salah satu cara penilaian untuk menilai aset Sumber Daya Manusia dan terdapat pendeskripsian prestasi dan potensi sumber daya manusia sesuai unit kerjanya. Pencapaian prestasi pegawai dan potensinya dapat terlihat apakah kompetensinya tersebut telah sesuai dengan tugas pekerjaan yang dimilikinya. Pada penelitian ini akan diangkat suatu kasus yaitu mencari solusi terbaik untuk membantu mengambil keputusan kenaikan jabatan pegawai di PT. Sumber Alfaria Trijaya menggunakan metode AHP (<em>Analytic Heararchy Process</em>). Penelitian dilakukan dengan mencari nilai bobot untuk setiap atribut, seperti Orientasi pelayanan, integritas, komitmen, disiplin, Kerjasama dan kepemimpinan kemudian dilakukan penentuan prioritas untuk menentukan alternatif yang optimal, yaitu kenaikan jabatan pegawai.</p><p><strong>Kata kunci</strong><strong>:</strong> <em>Aplikasi Sistem Penunjang Keputusan, Analisis Kenaikan Jabatan, Analitical Hierarchy Procces </em></p><p> <strong><em>ABSTRACK. </em></strong><em>Alfamart retail company is a retail company that is engaged in the sale of daily necessities. Alfamart also serves various types of payments such as online BPJS payments, ordering train tickets to airplanes. The competency system is one way of assessing Human Resources assets and there is a description of the achievements and potential of human resources according to the work unit. Achievement of employee achievements and their potential can be seen whether their competencies are in accordance with the job duties they have. In this study, a case will be appointed, namely finding the best solution to help make decisions about an employee promotion at PT. Sumber Alfaria Trijaya used the AHP (Analytic Heararchy Process) method. The research was conducted by looking for weight values for each attribute, such as service orientation, integrity, commitment, discipline, cooperation and leadership, then prioritization was carried out to determine the optimal alternative, namely employee promotion.</em></p><p><strong><em>Keywords</em></strong><em>: Decision Support System Application, Promotion Analysis, Analytical Hierarchy Process</em></p>
One of the plants that has the potential and is easy to cultivate is mustard (Brassica juncea L.) especially in hydroponic systems. This study identified the total N, P and K content in liquid organic fertilizer made from moringa, banana weevil, maja fruit, sugar water, and rice washing water. Next, look at the effect of fermentation time on the growth of mustard plants through a hydroponic system. The study used a randomized block design with 3 treatments and three replications and one control was made using AB Mix fertilizer. The research stages include: preparation of tools and materials, preparation of hydropinic buildings, manufacture of liquid organic fertilizer, seeding and planting, measurement of plant height, number of leaves, leaf length and leaf width, as well as identification of liquid organic fertilizer content and data analysis. The results obtained showed that the highest nitrogen content was found in f liquid organic fertilizer with a fermentation period of 21 days, which was 0.72% and the lowest was found in liquid organic fertilizer with a fermentation time of 7 days. Furthermore, the highest phosphorus content was found in liquid organic fertilizer with a fermentation time of 7 days and 21 days, which contained 0.02% phosphorus. Likewise, the highest potassium content was found in liquid organic fertilizer with a fermentation time of 7 days and 21 days with a potassium content of 0.10%. The results of the research on the effect of fermentation time on plant growth showed that the length of fermentation affected the growth of plant height, leaf width, leaf length, and number of leaves. POC with a fermentation time of 21 gave a better effect on plant growth when compared to POC fermented for 7 days and 14 days. POC fermented for 21 days showed no difference in plant growth when compared to the control.
Highly Migratory Species are one of the fish resources legally protected according to the UNCLOS 1982. This protection is carried out to ensure adequate world fish stocks and the sustainability of these fish resources. Internationally, the efforts to protect it are the obligation of all countries. This study examines the state’s commitment to preserving these Highly Migratory Species. This research is normative juridical research that utilizes secondary data, including primary, secondary, and tertiary legal materials using qualitative analysis. The study results show that several international legal instruments complement the provisions of the UNCLOS 1982, which regulates the state’s obligations to protect Highly Migratory Species in a concrete way, i.e., related to management and conservation. Some regional fisheries organizations have been formed to implement the state’s obligation to cooperate in managing and protecting Highly Migratory Species in each specific regulated area.
