Abstract-The general system principle has an important enlightenment on how to arrange the enterprises' assets structure. The entirety principle requires that in distributing the enterprises' resources we should not only consider the function of individual assets but also analyze the interaction and influence among various assets in order to keep a rational proportion among various assets. The principle of related environment requires that the enterprise should pay attention to the impact of the living environment, of which, the external market environment, internal management environment and the enterprise's financing environment are included. The level of the assets structure has a direct link on the enterprise's operation performance.

China's historical development and basic national conditions determine that the state-owned enterprises will play a leading role in our national economy in the long run. Different types of the state-owned enterprises have different functions. Therefore, classified assessment of the state-owned enterprises is a necessary requirement for the development of enterprises. On the basis of clarifying classification management theory of the state-owned enterprises, this paper analyzes the existing problems in the assessment of the stateowned enterprises, and draws on the experience of foreign enterprises in the state-owned enterprises management, and finally puts forward the policy suggestions for establishing the evaluation system of the state-owned enterprises in China.

Abstract. Information theory and cybernetics pertain to science and technology, but it's theory principle has the role of guiding allocating the enterprise resource at the macro level. From a practical perspective, the assets structure could be regarded as an information system, through the collection, storage and processing of information to realize the control and regulation of the system, thus scheduling the enterprise resources reasonable to make the best use of each asset of the enterprise, avoid wastage and ensure the realization of business objectives.
