ABSTRAK. Sungai merupakan salah satu bentuk alur air permukaan yang harus dikelola secara menyeluruh dengan mewujudkan kemanfaatan sumber daya air yang berkelanjutan untuk kebutuhan masyarakat. Dengan demikian untuk mewujudkan kemanfaatan sungai serta mengendalikan kerusakan sungai, perlu ditetapkan garis sempadan sungai, yaitu garis batas perlindungan sungai. Garis sempadan sungai ini selanjutnya akan menjadi acuan pokok dalam kegiatan pemanfaatan dan perlindungan sungai serta sebagai batas permukiman di wilayah sepanjang sungai. Sempadan sungai merupakan salah satu klasifikasi ruang terbuka hijau yang berada di kawasan tertentu sepanjang kiri-kanan sungai yang mempunyai manfaat penting untuk mempertahankan kelestarian fungsi sungai. Sungai Ciliwung merupakan sungai terpanjang yang melintas di tengah Kota Jakarta. Usaha untuk menata dan mengembangkan sungai Ciliwung menemui banyak kendala, terutama terkait dengan kekumuhan. Penyebabnya adalah adanya perubahan penggunaan lahan menjadi pemukiman yang berdampak negatif pada kondisi fisik lingkungan, kualitas air sungai, dan kualitas estetika lingkungan sungai. Perencanaan tata hijau merupakan penggunaan tanaman sesuai dengan fungsi tanaman yang mendukung terbentuknya ruang fungsional. Metode dengan Pendekatan J.O.Simonds tahun 1987, meliputi perencanaan desain diawa;li dari tahapan-tahapan kegiatan pendahuluan, inventarisasi, analisis, sintesis, konstruksi , konsep dan desain. Tujuan Penatailangkan an tata hijau tidak lepas bahwa sempadan sungai merupakan salah satu bentuk RTH (ruang terbuka hijau), dalam kasus ini RTH yang dikembangkan memiliki manfaat diantaranya memperbaiki iklim mikro, menjaga dan memperbaiki kualitas udara, struktur tanah dan resapan air, sebagai area konservasi, dan meningkatkan kualitas visual. A river is one form of surface water flow that must be managed thoroughly by realizing sustainable use of water resources for the needs of the community. Thus to understand the benefits of the river and control the damage, it is necessary to establish a river borderline, which is known as the river protection boundary line. The river borderline will then become the primary reference in river utilization and protection activities as well as settlement boundaries in areas along the river. The river boundary line is one of the classifications of green open space in certain areas along the bank of the river which have essential benefits to maintain the sustainability of river functions. Sungai Ciliwung is the longest river that crosses in the middle of Jakarta City. Efforts to organize and develop the Sungai Ciliwung encountered many obstacles, primarily related to slums. The cause is a change in land use into a settlement that has a negative impact on the physical condition of the environment, the quality of river water, and the aesthetic quality of the river environment. One of the green open space planning is the use of plants following plant functions that support the formation of functional space. The method with the J.O.Simonds approach in 1987, includes design planning in the stages of preliminary activities, inventory, analysis, synthesis, construction, concepts, and designs. The purpose of greening is that the river borderline is one form of green open space, in this case, the green open space developed has benefits including improving the microclimate, maintaining and improving air quality, soil structure, and water absorption, as a conservation area, and improve visual quality.
