Identical collaborative governance is used in government and must handle COVID-19 to create fast, precise, focused, integrated and synergistic steps between ministries/agencies, local governments, and other stakeholders. This research describes collaborative governance in efforts to deal with COVID-19 in Riau Province, especially Pekanbaru City, considering that the city recorded a relatively high initial increase in cases compared to other areas in Riau Province as well as the implementation of collaborative management. The research method is qualitative, with the type of research used is the exploratory type and literature study. This article analyses several aspects of collaborative governance, namely the initial role of the government, non-state actors, joint decision making, formal organizing, gaining consensus, and the existence of problems to collaborate both on public policies and services.
This article described the various phenomena of violations by the State Civil Apparatus in the momentum of the democratic party in Indonesia and aimed to determine the extent to which Malay Cultural Values can maintain the neutrality of the State Civil Apparatus. This study used an exploration-oriented literature review method. Then, data were obtained through documentation techniques by reviewing and exploring several journals, books, and other related documents. To analyze the data, the content analysis method was used to get valid conclusions based on the context. The results showed that some Malay cultural values that must be possessed by the State Civil Apparatus were the principles of honesty, justice and truth, hard work and perseverance, shame, and compassion. All the principles taught can maintain the neutrality of the State Civil Apparatus if each individual has high awareness and commitment to do so. Thus, the values taught by the Malay Culture have an essential meaning in maintaining the neutrality of the State Civil Apparatus.
This article is a study of the process of the rise of Riau Malay Identity Politics when it was previously marginalized in the New Order era. The purpose of this article is to look at the stages in the formation of identity politics in restoring the glory of Malay culture in Riau province. This research is descriptive-explorative library research that explains and explores ideas about Riau Malay identity politics by answering questions in problems identified based on reading results and data interpretation related to the research theme. The results showed that after the reforms, the political elite of the Riau Province government tried to strengthen Malay identity with a variety of policies that were disseminated. Then, the negative views that were often directed towards ethnic Malay in the past, were rectified again by giving Islamic values to all the lives of the Malay people. Furthermore, the Local Government and the Riau Malay Customary Institution try to re-socialize the importance of the use of Malay as the origin of Indonesian.
Paradigma kemitraan multi-stakeholder layak menjadi alat analisis dimana Multi-Stakeholder Partnership (MSP) menekankan pada keterlibatan sektor publik, swasta, dan masyarakat sipil yang berorientasi pada membangun dialog dan kolaborasi konstruktif berbasis kesukarelaan. Tujuan penelitian adalah mengeksporasi model proses pencegahan dan pengendalian COVID 19 di Kota Pekanbaru melalui perspektif MSP. Kota Pekanbaru yang merupakan ibu kota Provinsi Riau tercatat sebagai wilayah dengan penyebaran dan kasus positif COVID-19 tertinggi dibandingkan wilayah lainnya. Empat fase utama dalam MSP yang diuraikan dalam makalah ini adalah inisiatif, perencanaan adaptif, tindakan kolaboratif dan pemantauan refleksi. Tulisan ini didasarkan pada hasil penelitian dengan menggunakan metode kualitatif dengan analisis eksploratif. Hasil penelitian menunjukkan bahwa MSP tertuang dalam struktur formal yaitu terbentuknya satuan tugas penanganan COVID 19 di Kota Pekanbaru yang terdiri dari multistakeholder dan terbagi dalam beberapa bidang kerja dan turunannya. struktur ke tingkat masyarakat. Formasi ini tidak serta merta menunjukkan adanya kemitraan yang baik, masih terdapat permasalahan terkait dominasi struktural kekuasaan formal dan dinamika sosial mengenai ambiguitas dan kompleksitas keanggotaan. Selain itu, aspek ketergantungan antar aktor serta kesetaraan dan kepercayaan juga menjadi permasalahan yang menunjukkan MPS belum optimal dalam mengimplementasikan kebijakan terkait pencegahan dan pengendalian COVID-19.
Abstract-The research was motivated by the village development planning which is a deliberative democratic processes and institutions in the village. But in actual experience various problems, such as attendance musrenbangdes dominated by the village government, and the proposed development of communities in rural development planning meetings were not accommodated and realized according to the wishes and expectations of society. This study aims to determine the deliberation of interest in rural development planning and deliberation impact on rural development. The methodused in this research is method descriptive approach to qualitative research. Type of research data is primary data and secondary data. Data collection techniques in this study were interviews and documentation. Technical analysis of the data used is descriptive qualitative data analysis. The results of the research show that the deliberation of interest in rural development planning is still not going well. It can be seen from some of the data obtained from the Village, District, as wellas the field data collected. The right solution to overcome these problems is the village government should encourage andincrease community involvement in theprocess of deliberation on interesti n the development plan of the village, and the village government should cooperate with existing institutionsin villages to createa better deliberations.
