Socio-economic development in Ukraine and in the world can occur in various areas, among which tourism has one of outstanding places along with machine building and oil processing sectors. The directions of such development are constantly specified through the widespread application of innovative technologies in social life. It is established that such application takes place within the digitalization processes, its primary goal being unobtrusive and prompt satisfaction of society’s needs and its interest protection. The tourism sphere can certainly be related to the services industry. It is established that this area together with the economy branch, business, and others is distinguished in Ukraine as one of perspective fields for modern technologies introduction. Therefore, the goal of this article is to determine the peculiarities in the use of modern technologies in tourism sphere as a direction in socio-economic development of the state. It is offered and justified to consider e-tourism not only from the position of the use of modern technologies, but also to introduce the following scientific principles: promptness, consistency, efficiency, rationality, and others that suppose a balanced and efficient use of natural recreation resources, as well as cultural and historical heritage preservation for generations to come. Due to significance of various complex characteristics of e-tourism, it was decided to study it within two sections of the research. The first section relates to the study of tourism as a component of the e-commerce, while the second section is devoted to the study of its ecological aspects. As to the first section of the research, it is accentuated that in conditions of uncertainty it is difficult to provide precise prognostications concerning the rates of e-tourism development. Nevertheless, certain factors, risks, and perspectives of this process for Ukraine can be outlined to some extent. It is established that the recent intensification of e-tourism is determined by the spread of the COVID-19 virus. Therefore, development of tourism sector is recognized as perspective primarily in the following areas: 1) the use of modern technologies that facilitate access to tourist services due to the closure of state borders; 2) ecological, green, therapeutically-sanatorium, and medical tourism. It is accentuated that e-tourism development is called to ensure a raise in efficiency of medical, educational, scientific, migration, and other areas of social activities. It is clarified that efficient use of modern technologies in the tourist and other spheres is called to: 1) improve the implementation of a person’s rights and interests; 2) ensure a long-term competitiveness of Ukraine in the international markets; 3) to raise the level and quality of tourist services; 4) to ensure access to information needed for providing of the mentioned services, etc. It is substantiated that in Ukraine in a short-term period, it is possible to expect the actuation of the e-tourism development scenario in the outlined areas depending on the functions performed by e-tourism.
У статті досліджуються особливості проявів політичного режиму як форм політичного правління в сучасному світі. Розкривається зміст демокра-тичного, авторитарного та тоталітарного політичних форм державно-політичного устрою, приведено їх різновиди. Визначено, що демократія є фор-мою правління народу, обране народом і для народу. За авторитарного режиму носієм влади є одна особа чи група осіб, який має місце у деяких країнах Латинської Америки, Сомалі, Уганді, Нікарагуа. І найбільш недемократичною політичною формою є тоталітаризм за яко-го зовсім відсутні демократичні свободи і характеризується насильницьким політичним, економічним та ідеологічним пануванням правлячої верхівки. Най-гіршим прикладом цього недемократичного режиму стала РФ, яка є джере-лом військової агресії проти України і всього цивілізованого світу.
The problem of leadership in the system of public administration is studied. The factors of formation and the role of leadership in public administration in the 21st century are substantiated. The main factors and stages of dictatorial leadership in the Russian Federation have been identified and Putin is the most dangerous and schizophrenic entity in the 21st century, which has started a bloody war not only with Ukraine but with the entire civilized world. In contrast, the President of Ukraine Volodymyr Zelensky is the most powerful, outstanding leader in the modern world. Its mission is to unite Ukraine and the world to defeat the bloody dictator, a terrorist country and save the democratic world.
The article reveals the essence of building effective public power at the national and regional levels in Ukraine. It is determined that an important element of the political system of society is local self-government. Decentralization can rightly be considered one of the most "humane" reforms carried out in Ukraine and which provides qualitative improvement of the living environment of people, the ability to realize their aspirations for quality education, medicine, culture, social protection. During the reform of local self-government in Ukraine, a new system of administrative-territorial organization was formed, which allowed to form 1470 united territorial communities (UTC) instead of 11250. At the same time, the most significant result of budget decentralization is an increase in local taxes % in 2012 to 30% in 2018, mainly due to the transfer of certain taxes and fees to local budgets. A positive assessment of decentralization of power in Ukraine is the growth of trust in local authorities more than doubled (from 13.8% to 27.9%) against the background of significant distrust of the President - 74.0%, the Verkhovna Rada - 83.5%, the Government of Ukraine - 80.3%.

Unfortunately, it has fallen to our lot to face the worst manifestations of dictator rule in a state neighboring Ukraine. Russia with its sole leadership for 22 years, promotion of the idea of the “Russian world”, constant military conflicts against other states, zombie (without alternatives) of its servile population, strict regulation of society and the economy, and, finally, a bloody war against the “brotherly” people in Ukraine, fully meets the Nazi system. What kind of Nazism can there be in a country in which over the past 18 years, since 2004, candidates from the extreme right to the extreme left have been elected for president. And in 2019, the people, wanting changes for the better, elected the artist Volodymyr Zelensky as president of Ukraine. How can we talk about Nazism in such a democratic country as Ukraine? The leadership and organizational abilities of Vladimir Zelensky, which were formed in the 95th quarter project, were fully manifested with the outbreak of the war with the Russian Federation. The former artist and comedian Volodymyr Zelensky has turned into the greatest leader who has united not only the entire people of Ukraine, but the whole world around him.
