Fertilizer costs that must be borne by farmers are getting higher and higher and burdensome to farmers. Kartu Tani (Farm Card) is a government program as a form of protection for farmers.Based On 17 paragraph 2 of the Regulation of the Minister of Agriculture (Permentan) No. 10 of 2020. The purpose of this research is to find out how much influence the use of Kartu Tani has on reducing fertilizer costs for farmers. This research uses farmer respondents, with a total of 27 farmers based on consideration of the area of land cultivated and the similarity of commodities. Quantitative descriptive method was used by researchers in this study, so that it can describe the farming business carried out by farmers and the total costs incurred by farmers for the purchase of chemical fertilizers. The results of the descriptive analysis show a decrease in the average cost of fertilizer by IDR 1,316,296 from the cost of IDR 2,032,592 to IDR 716,296. The results of the t-test show the comparison that the costs incurred by farmers before the Kartu Tani program and after the Kartu Tani program are significant, this can be seen from the value of Sig. 0.045 or <0.05, then from the T test results it can be said that the decrease in fertilizer costs is significant. The results of Wilcoxon's analysis showed that all respondents experienced a decrease in fertilizer costs, this was seen from the results of Negative Ranks, which were 27 of a total of 27 respondents.
Purbalingga Regency is administratively included in Central Java Province which has a large enough agricultural land, namely 58,266 hectares. When viewed from the total area of Purbalingga Regency which reaches 77,764 hectares, the total area of agricultural land in Purbalingga Regency is 75 percent of the total area of Purbalingga Regency. The COVID -19 pandemic in Indonesia occurred in early 2020 this caused general panic for several levels of society and entrepreneurs. This study aims to determine the impact of the COVID-19 pandemic on Agricultural Productivity, Unemployment Rates and Regional Original Income. With the result that the number of sub-districts in Purbalingga Regency is 18 sub-districts with the highest productivity value of 82.58 tons/ha, namely Kutasari District and the lowest productivity value of 12.14 tons/ha in Purbalingga District. The average value of agricultural productivity in each sub-district in Purbalingga Regency is 57.53 tons/ha from 18 sub-districts. Agricultural productivity has increased from 63.2 tons/ha to 80 tons/ha, which means that the COVID-19 pandemic has no effect on agricultural productivity. The number of unemployed in Purbalingga Regency in the pre-pandemic period was 22797 people and increased to 30513 people. There was a decrease in PAD Regional Original Income by 200 billion Rupiah.
Covid-19 is a pandemic disease that threatened the World both socially and economically. The virus originated from Wuhan – China in December 2019. Globally 18,354,342 cases were reported and total mortality cases are 6,96,147 till Aug 5 2020. The spreading of Novel Covid19 is faster than MARS and SARS Virus. The symptoms are very similar to the common cold or flu such as running nose sneezing, sore throat are the common symptoms and difficulty in breathing, severe muscle ache, dry cough GIT irregularity were the serious symptoms. The infection may leads to pneumonia, Acute Respiratory disorder (ARD) Syndrome. The incubation period varies from 7- 14 days. The transmission occurs through physical contact with infected person, infected droplets and contaminated objects. Laboratory test includes CT scan, Nasal Oral pharyngeal swab tests, RT PCR were employed for diagnosis. The disease at the end of August showed increasing mortality rate. Maintaining Physical distance is the only measure to overcome the infection.
