The purpose of this article is to analyze the low level of political participation of PKH Beneficiary Families with disabilities in the 2019 Langkat Regency Legislative Election and what are the factors behind the low political participation of PKH Beneficiary Families with disabilities in the 2019 Langkat Regency Legislative Election. This research method is descriptive qualitative, by presenting the facts found comprehensively through in-depth analysis. While the data analysis technique consists of data reduction, data presentation and drawing conclusions. The results of the study showed that there were still many KPMs with disabilities who did not participate in the election, only 5 KPMs with disabilities took part in the 2019 legislative elections out of 13 KPMs with disabilities who met the requirements. The factor that causes it is minimal accessibility from both the organizers and the family, including not being registered in the DPT (permanent voter list) because it is not listed in the KK.
The purpose of this study is to find out the subjective reasons of motorists in traffic who commit traffic violations, such as violations of traffic signs, violations of traffic light, violations of vehicle completeness and violations of driver's equipment. The research method used is descriptive research with a qualitative approach. The research technique was carried out by studying literature, interviews, documentation, and observation. The results of the study, the reason for the driver to commit a violation is situational, the encouragement from an urgent situation and rushing in chasing time makes the driver do it. The second reason is individual, namely the encouragement from within oneself, such as a hobby of making modifications that are not up to standard. It would be nice for every motorist to obey the rules in traffic, not because of the guard from the police, especially the traffic police, but should have self-awareness.
As an archipelagic country, Indonesia has the marine economy resources especially the abundant fishery resources. The potential has not been well managed, still small contribution of marine and fishery sector to national income, only 14.7% of total product broto domistik (PDB) Indonesia, compare with other countries, Japan only has 31.000 km coastline but contribute 55% GDP. The dramatic phenomenon between the potential and utilization of marine resources is directly proportional to the life of coastal communities who mostly work as fishermen. Some leteratur meyebutkan, fishermen are a group of poor people, even when compared with other agricultural groups in the agricultural sector, traditional fishermen can be included into the poorest group. Using qualitative approach this study analysis factors which contributed to the presistence of poverty among traditional fisherman remained poor despite the abundance of natural resources and government's empowerment program. The study demonstrates that the poverty of traditional fishermen is influenced by two factors: The first internal factors include: limited human resource quality, limited business capital and capture technology, difficulty of diversification of fishing, and a wasteful lifestyle that is less oriented toward the future. The two external factors include: fisheries development policies are more productivity oriented to support national economic growth and, fishery product marketing system is more profitable intermediary traders, toke, damage to coastal and marine ecosystems, the use of fishing equipment is not environmentally friendly, weak law enforcement against destructive environment, limited postharvest processing technology, limited job opportunities in non-fishery sector available in fishing village. For that reason, the traditional fishermen empowerment program should be more successful if it starts from the realistic conditions that occur in their daily lives. Because, traditional fishermen not only poor material but also poor information. The combination of top down planning and bottom up planning will be more effective in empowerment programs.
The purpose of this study is to analyze implementation of the keluarga harapan program in poverty reduction efforts in Luahagundre Maniamolo District, South Nias Regency. This research approach is a qualitative approach. The data presented below are data obtained by the author from various data collection techniques, both primary and secondary, where to obtain primary data the author uses interview and observation data collection techniques. Processing and analyzing data using qualitative descriptive analysis techniques. The results of the research show that implementation of the keluarga harapan program in poverty reduction efforts in Luahagundre Maniamolo District, South Nias Regency, is seen from the Edward III model approach that communication in the form of coordination and socialization about the Keluarga Harapan Program in Luahagundre Maniamolo District, South Nias Regency has been carried out before the Keluarga Harapan Program is implemented, but need to be done on an ongoing basis. BUM Desa is a village business institution managed by the village community in an effort to strengthen the local economy of the community formed based on the needs and potential of the village. BUM Desa is an alternative program in village development efforts, village development that focuses on community empowerment and village economic empowerment. The purpose of this study is to know and describe the implications of the existence of BUM Desa Annur in Purwodadi Village on the efforts to develop Purwodadi Village, as well as to know and describe the factors that affect the development of BUM Desa Annur. Research i This is qualitative with a descriptive approach and uses purposive sampling techniques. Data is collected through interviews, observations, documentation and literature studies. Data is analyzed through four stages, namely data collection, data reduction, data presentation, and conclusion/verification. Based on the results of research implications for the existence of BUM Desa Annur on the development efforts of Purwodadi Village is the occurrence of economic improvement of village communities which is indicated by an increase in the number of UMKM business units in rural communities, and also the absorption of labor as a result of the increasing number of community business units. There are two factors that affect the development of BUM Desa Annur, first the factors supporting the development of BUM Annur Village, namely the people of Purwodadi Village, are the majority of UMKM business actors so that they have superior UMKM potential. Second, the factors that inhibit the development of BUM Annur Village are the lack of business capital owned, the occurrence of bad loans from the community, the absence of good business planning and business feasibility analysis to consider the potential success and challenges of previous businesses.
