The implementation of PNPM Mandiri Pariwisata is a program that expected to reduce poverty through tourism by tourist growth philosophy that will affect economic growth and poverty reduction. This study aims to analyze community participation and the improvement of community participation strategy in the implementation of PNPM Mandiri Pariwisata in Karang Dima Village Labuan Badas District Sumbawa Regency. This study is a descriptive study with a qualitative approach. Where the key informants who serve as resource persons in this study were selected using purposive sampling technique. Based on the analysis of public participation in the implementation of PNPM Mandiri Pariwisata in Karang Dima Village Labuan Badas District Sumbawa Regency in general can be considered good, based on the Participation in Planning, community involvement has been seen since the beginning of the activities, and then in Participation in Implementation community directly involved to carry out activities that have been adjusted to the priorities and activities of the community, then Participation in Utilization since the beginning, the community involved as subjects of activities so they could felt the benefit of the activities directly, and the last Participation in Evaluation community involvement in terms of evaluating the activities carried out in stages ranging from monitoring, surveillance, until the evaluation. Referring to the results of the discussion, the authors suggest that to maintain public participation in PNPM Mandiri Pariwisata needed figures through tourism community such as tourism awareness group (Pokdarwis), whereas in order to enhance community participation, the pattern of development activities conducted through community-based tourism (CBT) .
Indonesia is a unitary state consisting of clusters of large and small islands connected by wide oceans and has the potential to support the development of local and national economies to increase foreign exchange earnings, employment, and incomes of the population. One area in Indonesia that utilize the results of the sea is Sumbawa regency of West Nusa Tenggara. Based on the Decree of the Minister of Marine Affairs and Fisheries No. KEP.32 / MEN / 2010 on Establishment of Regions Minapolitan as amended by Decree of the Minister of Marine Affairs and Fisheries No. KEP.39 / MEN / 2011, Sumbawa as the one Minapolitan of 179 Minapolitan in Indonesia by commodities seaweed seed. Minapolitan is the conception of economic development of region-based marine and fisheries based on the principles of integration, efficiency, quality and speed. There are 6 sub-district as a point of land development seaweed in Sumbawa, one of which is the village of Labuhan kuris District of Lape with seaweed production reached 29.436 tonnes with utilization area growing as many as 1328.51 hectares. Given these commodities, Sumbawa opportunity to step forward does not seem difficult. However, the potential of it did not make the state of the local community shifted from the poverty line. To overcome this, the need for conductor linking between education, technology, and labor market through the application of the theory of the Triple Helix. The main thinking triple helix theory is the importance of synergy between academic, business, and government. This paper intends to elaborate on the opportunities and challenges minapolitan as a form of education and technology alignment and an application of the theory of the triple helix in improving community development and regional competitiveness. The terms of the establishment of a country is the people, regions, sovereign governments (constitutive), and recognition from other countries (declarative). Government is the organization that has the power to make and apply the law as well as legislation in certain areas for all of the people who are in the territory of the country. To run the government in the territory of the Republic of Indonesia, then Indonesia adheres to a decentralized system that gives the authority to manage their own regions based on Act No. 23 of 2014 about Local Governance. Implementation of local governance that are the pillars of the Indonesian state has been duly carried out in a transparent manner, which means openness in information is needed. One of the local governments that implement transparency in providing information to the public (community) is Bojonegoro Regency, East Java Province that achievements in the international arena by implementing the Open Government Pilot Project. The program of this movement aims to promote and strengthen the management of the bureaucracy at the district/city that is open, participatory, innovative, and responsive. Forms of transparency that is the main event routine interactive dialogue held on Friday since 2008. In the event, the people freely express their aspirations, criticism, and suggestions. In addition to the pubic Aspiration System Integration (SIAP) has also been implemented since July 2014, and also Bojonegoro Regency have opportunity through information and communication channels via SMS, BBM, Twitter, WhatsApps, radio, social media and other means of communication and information. It aims to secure concrete commitments and governments to promote transparency, empower citizens, fight corruption, and harness new technologies to strengthen governance.
