The article deals with the study of the interaction between eight South American countries (Brazil, Bolivia, Venezuela, Guyana, Colombia, Peru, Suriname and Ecuador) in the frame of the Amazon Cooperation Treaty Organization (ACTO). The study of ACTO’s activity is becoming a particular relevance currently, when the integration processes in Latin America are going through crisis and it's difficult to predict the prospects of regional dialogue, including the environmental component, connected with the social and economic factors. Considering this research, the authors drew on the theory of regional integration, the neoliberal IR theory and used the problematic-chronological method in considering the program documents and projects of ACTO.
This article is focused on special characteristics of formation and development of the interaction between South American countries located on the territory of the Amazon Basin from the development of the Amazon Cooperation Treaty (ACT) in 1978 to the signing of the Leticia Pact for the Amazon in 2019. Considering the evolution of cooperation between South American countries in the Amazon River basin, the author relied on the regional integration theory and the Neoliberal IR theory and proposed his own periodization of this process with an analysis of the stages of interaction. The main methods used by the author in the study are systemic analysis and structural-functional analysis, thanks to which the author was able to examine in detail the main directions and characteristics in the sphere of interaction of South American countries in the ACTO. The method of content analysis was used in dealing with documents of the organization. The author came to the conclusion that for South American countries geographically located in the one area, one of the most important components in the interaction was the creation of a common mechanism - ACTO. Without the creation of ACTO and the implementation of coordinated activities in this area, there would be a certain risk of an institutional vacuum in the Amazon, which, due to the activity of illegal armed groups, could potentially lead to the emergence of quasi-governmental entities. In the context of the global transition to a sustainable development model, such format of interaction as the ACTO plays a special role because natural disasters occurring in the Amazon region strongly affect climate change on a global scale. Thanks to the existing coordination among member countries in the ACTO the Leticia Pact was signed.
В статье, в контексте национальной безопасности России, проведено исследование основных вызовов и угроз во внутриполитической и внешнеполитической сферах стран Латинской Америки, а также исследованию ключевых тенденций, влияющих на изменения латиноамериканского рынка вооружений. Внимание уделяется анализу роли влияния данных угроз на построение целей, принципов и задач внешнеполитических концепций латиноамериканских стран в военно-политической сфере. Также изучается природа формирования военных бюджетов данных стран, то, какой характер носят данные угрозы и, исходя из этого, авторами рассматриваются те виды вооружений и военной техники (ВиВТ), в которых возрастает потребность для их минимизации и поддержанию обороноспособности стран региона. The authors consider the peculiarities of emergence of Buen Vivir сoncept in the context of increasing importance of the environmental factor in international relations. The authors present the main ideas of this concept, which became a logical response to environmental challenges – first from the autonomous societies of Latin America, and then found its reflection at the state level in countries such as Ecuador and Bolivia. At the same time, for the first time in Russian historiography, we present an analysis of this concept connection to the development of such a direction in international relations as environmentalism, as well as what place it can occupy in the international relations theory. The main results of the research are as follows: 1) the role and significance of the environmental factor in modern IR is increasing, while politicization of environmental problems is observed; 2) the number of studies on topics related to environmentalism in IR is increasing, with them becoming one of the dominants of not only public, but also a research discourse; 3) the concept of sustainable development did not fully comply with existing demands, which predetermined the emergence in Latin America of a separate concept of development, with an emphasis on the environmental component, being a Latin American ‘response’ to the search of a model for regulating the relationship of mankind with the environment in order to preserve it; 4) the concept of Buen Vivir was most successfully implemented in Ecuador and Bolivia as these countries are home to a significant number of Native Indians, and their worldview is closely intertwined with the key ideas of the concept.
