AbstractPurpose -In recent years, New Public Management (NPM) has been used as the major framework for administrative reforms to redesign the public museums in many countries. However, some scholars argue that this market-based transformation results in professional corrosion or shortcomings about the public museums' capacity to fulfill their traditional missions. In this regard, this paper maintains that the concept of public value provides a useful way of thinking about the objectives of public services. Therefore, the purpose of this paper is to provide a new framework for administrative reforms in the sector to keep efficiency without falling into professional corrosion or inefficiency problem. Design/methodology/approach -The paper uses the data collected through 178 questionnaire surveys.Findings -The conclusion of the paper is that, for reforming publicly funded museums, public value offers a balance between efficiency and the primary roles of the museums.
ÖzAğır engelliler grubuna giren ve farklı nedenlerle engelli istihdam çalışmaları içerisinde göz ardı edilen engelli grubunu oluşturan zihinsel engellilerin istihdamı için devlet yakın zaman önce korumalı işyeri projesini hayata geçirdi. Bu projenin başarısında anahtar olan işverenlerin, korumalı işyeri açma konusunda yaklaşımlarını ortaya koymak bu araştırmanın amacıdır. Nitel bir araştırma olan bu çalışma kapsamında, Trabzon'da 35 ve üzeri işçi çalıştıran, korumalı işyeri uygulaması hakkında bilgi sahibi olan 16 işletme sahibine yarı yapılandırılmış görüşme tekniği uygulanmıştır. Elde edilen veriler betimsel analiz yöntemiyle çözümlenmiştir. Araştırmadan elde edilen sonuçlara göre işletme sahipleri zihinsel engellilerin çalışma hayatı içerisinde olmalarını desteklemekle beraber, bu kişilerin çalışacakları yerler olan korumalı işyeri açma konusuna olumsuz bakmaktadırlar. Bunun en önemli sebebi olarak korumalı işyerlerinin işletme mantığı ile işletilemeyeceğini, bu işin bir sosyal hizmet olduğunu dolayısıyla devletin korumalı işyerlerini kendi kurumları aracılığıyla açarak işletmesi gerektiğini ortaya koymuşlardır.
Learning Disabled People's Employment and Applicability of Sheltered Workshops for Employers: The Case of Trabzon AbstractLearning diasabled persons, for different reasons, are the most neglected group in the employment processes. In this regard, Turkish government has recently initiated Sheltered Workshops Project to facilitate their employment. The aim of this study is to find out the views of employers who are the key in the success of the said project. Therefore, 16 semi-structured interviews were conducted with business owners who employ 35 people or more, and are aware of the Sheltered Workshops Project. The descriptive analysis method was employed to analyze the data. The study reveals that business owners support the inclusion of learning disabled people into working life however, they are reluctant to open a sheltered workshop. The main reason behind it, they state, is that the sheltered workshops cannot be operated with an entrepreneurial approach as it is a social project in its origin. Hence, the state should open, manage them through its affiliates.
The changes in the aftermath of the Cold War deeply affected the functioning of international organizations, and increased their leverage in international affairs. This article chiefly argues that the paradigm shift in the policies of the International Olympic Committee mitigated the prospect of damage to the Olympic movement and paved the way for the International Olympic Committee to figure in international affairs more effectively. In the article, it is concluded that the Olympic Games have become a significant soft power instrument for states’ foreign policy, rather than being an arena of boycotts or chauvinism, owing to the changing nature of international relations; however, it is more difficult for some states to benefit from this resource of soft power because of domestic issues.
