Abstract-At present, academic misconducts prevail in the academic circle, which exert a serious negative effect on the society. On the basis of a large number of literature, the causes for academic misconducts have been discussed in the paper. It is mainly includes researchers' weak moral awareness, academic evaluation system and the supervision and punishment mechanism. To precaution against academic misconducts, the problem of unreasonable exiting academic evaluation system should be improved. At the same time, an effective preventives mechanism for scientific periodicals need to been established. The purpose of paper is to root out propagation of academic misconducts, create a pure academic atmosphere, and practically improve the academic level of scientific journals.

This paper summarizes the functions of college journals in college education and teaching, such as promoting the development of existing disciplines, supporting the construction of new disciplines, and training high-tech talents, and put forwards such specific countermeasures as carrying out the planning of selected topics, attaching significance to reviewing manuscripts, supporting and nurturing young authors, and improving overall qualities of editors.

Abstract. In a sense, the fair use system of copyright is a restriction to authors' copyright, which aims to maximize the promotion of information exchange and cultural communication on the premise of protecting copyright owners' legitimate interests so as to promote the progress of social civilization. The paper expounded the fair use system's meaning, value orientation and scope of application, analyzed the problems confronted by the current fair use system of copyright and put forward some suggestions on system improvement.
