The article addresses the concepts of an "oldindustrial region", "periphery", "new industrialization", offering a generalized view of some current approaches to the evaluation of processes associated with the new industrialization. Having analyzed the statistical data available, the authors describe a process of the new industrialization occurring in one of old industrial regions of Russia (the Sverdlovsk oblast) and its periphery. It is assumed that, despite the de-industrialization of the 1990s, the industrial sector remains crucial for the economy of the RF subject concerned, including its peripheral municipalities. The improved quality and quantity dynamics of the industry caused by the "new industrialization" is a key to successful development of the region. On its territory, there are several sizeable industrial centers (close to Yekaterinburg, Severouralsk, Nizhny Tagil and Kamensk-Uralsky). Enterprises of these areas ensure most of the industrial production volume in the Sverdlovsk oblast. From 2010 to 2015, the proportion of the peripheral territories in the regionwide indicators was getting down steadily. Judging by the quality indicators referring to the industrial sector, manufacturing enterprises located in the center of the region are driving all the critical innovations, whereas the peripheral territories mostly remain a resource base for the industrial development of the region. The authors conclude that development of old industrial regions and peripheral territories can be ensured by certain center-to-periphery innovation impulses as well as by technological re-equipment of peripheral enterprises, with a transfer of some of them from the center to the periphery.
Abstract-One of the means of increasing the availability of statistics information to local governments are information and analytical systems. The authors analysed and revealed the shortcomings of the current information and analytical systems at the regional and federal levels in Russia. The study of the information needs of local self-government bodies made it possible to conclude that it is necessary to supplement the municipal statistics with new indicators. They can be formed both on the basis of information, received by state statistics bodies within the framework of the existing federal statistical observations, and on the basis of data, included in new forms of static reporting received from enterprises and organizations. In the opinion of the authors, the first of the above-mentioned modes of using the available information is more preferable, since it does not require additional financial and labor costs from the Russian Federal State Statistics Service. In turn, the second mode helps to fill the existing gap in the information required by the authorities and management on the various levels -federal, regional and local. The authors proposed new indicators of municipal statistics, formed using the information on the existing and new forms of federal statistical observation. The figures for calculating new indicators can be drawn from both administrative and census data. The proposed indicators cover three directions of the development of a municipal entity: the economic situation, the state of transport infrastructure and transport communication, the innovative activities of organizations operating in the municipality.
New industrial development taking place in the countries worldwide and their regions makes the research of the new industrialisation increasingly relevant. The research has a goal to examine the new industrial space, which is a specific part of economic space having conditions for the development of the new industrialisation and formed by industrial enterprises. The authors regard the new industrial space as a multitude of economic agents distributed within a certain geographic space that are oriented to manufacturing of products and components belonging to the fifth and sixth technological waves and integrated by telecommunications infrastructure into a single production process, as well as a set of flows and connections between them. The method devised for evaluating the state of the new industrial space at the level of regions allows classifying them according to two criteria: level of industrial development and maturity of innovative industrial environment.
