The interplay of collective and non-collective modes in '"Ce is studied via comparison of available data with results of the quasiparticle-phonon model (QPM). Lifetime values have been checked in the ' %a decay using delayed P y coincidences.The half-life of the J" = 4; level is confirmed as T,,(2083.6 keV) = 3.3 f 0.2 M and upper limits of 0.1-0.211s are estimated for other levels. Extensive calculations within the QPM are carried out including one-, two-and three-phonon components in the wa\,efunctions. Comparisons to other N = 82 nuclei are made as well.
