Since the 21 st century, the demand for fossil fuels such as coal and oil has continued to expand. The sharp increase in global energy consumption has led to a significant increase in greenhouse gas emissions. Global warming, rising sea levels, and frequent extreme weather events have posed serious threats to sustainable development. In addition, due to the Ukrainian issue, European energy supplies tightened, and prices soared rapidly. Energy issues once again became a global focus and green low-carbon development is accelerating its occupation of key strategic points in international competition. To cope with the changing environment and practice green development concepts, developed countries and developing countries have made positive efforts. The European Union, as a leader in global green finance, has introduced a series of measures such as the "Green Deal Industrial Plan" to guide funds towards sustainable economic activities and achieve
